The Boston World on the Con
vict*Question.
Boston, Ga., April 24.
We did intend to let the convict
question drop, but as "Public Spirit”
—a very inappropriate name—has,
in connection with yourself, given an
article on the question, we wish to say
a few more words.
First, in your editorial you say the
burden of complaint seems to be “that
in the future no cost attaches to the
tax payers,” etc. That is only a por
tion oi the burden of complaint. The
people of the county do not want to
be a party to a. device that will keep
officers out of their just dues, for you
must remember the Justices of the
Peace of the county are interested in
the insolvent fund as well as the So
licitors. Give the “devil his due,’!
“Public Spirit” says:
“It is not practicable, and therefore
not profitable, for the county to use
them in the country, for the extra
guards, transportation to and from
work to tho jail, for safe keeping,
would consume too much time to
make the labor a source of profit. In
the cify these objections do not apply
and the convicts can bo used to good
advantage and should be so used.”
First, why does it cost so much
Simply this; at various times the con
victs were carried out to work on some
of the hills of the roads that Ie<l # di-
rectly to Thomasville, and within a
few miles of that town. Extra guards
were employed and wagons hired from
stables to carry the convicts out in the
morning and back in tho evening.
Livery bills to the amount of $150.00
per month were incurred and paid
from the treasury; the money of the
poor farmer tax payer. Wo assert
that the hire of extra guards and haul
ing the convicts was unnecessary ex
pense, and all done to make it so cost
ly to take them out that the fact
could be used as capital to work on,
just os the writer has done. It was
all done for the benefit of one section.
If Thomasville pays so much of the
tax of the county it is because the
convicts have in a great measure help
ed to make their property so valuable.
“Public Spirit” says again.
“With the ebaingang used by tho
town, as it has been, humanely and
justly, and as a relief to the tax payer
of the town from street duty, which
would otherwise have to be paid for
out of the city treasury.”
A nice thing for a city so wealthy
to want to deprive the officers of the
court of their just earnings, just to
keep her citizens from paying a street
tax, or tn relieve him from street duty.
Go up and bid and if the city bids
highest take them, and let the money
go where it will, and there will be no
more wrangling over the question.
That is the best way to settle it to
the satisfaction of all parties concern
ed. As the plan now works, some
peonje cannot help believe but that it
is a nigger bonanza than is admitted.
Charges that it is %put up job will be
rife Boston World.
