The late long dry spell does not

summer.
Senator James B. Beck, of Ken

most able and distinguished members
of that body. He was born in Scot

honor. Kentucky will never lmvc a

Lieutenant-Governor DuBignon Op
poses the federal Election Bill.
Washing io\, May 3. — Lieutenant-
Governor F. C. Duiiignon. who has
been in the city the past day or two,
was given tlie privilege of the House
press gallery yesterday, and to a re
porter he said: ‘ I sincerely trust the
federal election bill will not pass. It
would he* a fire brand and cause a re
turn to the bloody shirt days. Our
colored people arc prosperous and
appy. and this law would set us back
: least twenty years. I have
serious apprehensions on the race
problem. That is being settled every
day, and if we are let alone it will be
worked out. The passage ol this law
will never do it, and will result, as I
said in a race war.
Our colored people know their
friends. As an illustration, when
was nominated lor the Senate from
the first senatorial district I was in
dorsed by a negro convention, they
saying that while I was acting attor
ney I saw that they were given justice
in ever/ instance. Did you know that
the negro women ot the South are the
excitants? If some plan could be
devised whereby the women could he
regularly employed there would be
less tiouble among the race. They
are peculiarly fitted for cotton opera
tives, they possessing a deftness of
touch not known to whites. This
would go far toward solving the prob-
b’em.”

The Farmer Bears the burden.
Here is another chapter in the rob
ber tariff bill.
The McKinley hill will impose a
ax of from two dollars to two dollars
and a half on every ton of manu
factured fertilizers used by our farmers.
Now, the farmers of the country can
not stand these figures.
We use 3,ooo,coo tons of these
fertilizers a year. The bill, therefore,
proposes to rob the farmers of more
than $4,000,000 annually.
At present the sulphuric acrid used
in the manufacture ol fertilizers is free.
Very liltic is imported. The manu
facturers arc making money. The
government needs no additional reve
nue. Why tax this necessary article ?
If the government draws this $4,>
000,000 a year from the pockets of
the farmers it will he to benefit forty
or fifty manulacturers whose thousand
or so of workingmen will receive no
glier wages.
This is another attempt to tax the
masses for the c’asscs. There is
neither reason nor justice in it.—Con
stitution.
