Ross, of Texas, lias prepared a statement showing that last year §540,73G were spent in that State for the education of celored children an amount prorated to them on their proportion to the total population ot the State. They pay 3 per cent, of the taxes and get 13 per cent, of the fund. In the last decade Texas has spent over §4,000,000 on schools for colored children. The number on the pension rolls is row about i,oco,ooo as many as were •enrolled in the Federal army a quartc of a century ago. By such high handed measures the republican leaders expect to build up their parly in the North and West at the expense •of the South.—Timcs-Union Jackson ville. Pensions are designed by the repub lican party to manufacture votes. ••We have received," writes a Geor gia editor, "an order for our paper from Texas. The mere talk of the sub treasury trust has raised the price of flour near ly a dollar a barrel. Will some ol our Northern contem poraries, who are howling about the down trodden colored people at the South, run their eagle eyes over the following paragraph from the Morning News; “A leading colored man of New York city wants to know why it is that the men of his race do not succeed in that city in rising above the posi tions of boot-black and porter. His question is easily answered. The northern people have a prejudice against 'he colored people that is much stronger than southern whites have against the blacks. The colored people will admit that this is true after a awhile.'' Pensions by the Wholesale. The surplus-spenders of the House have added to the pension list at one swoop COO,(IDO men—more than a grand army ot the great Napoleon. It was the boast of one of the re publicans who supported this service pension hill that “the total expendi ture for pensions would reach Slot),- 000,000 per annum, or nearly 43 per cent, of the gross income of the gov ernment.'' This, lie added, was “not nil he wished to do, Imt it resulted in a inunifice.it generosity, such ns the world hnd novel before witnessed, and exceeding that of ail the other civilized nations combined.” Is not this a proud boast for a peaceful republic, whose revenues come front taxes upon the people and whose armies were composed of citi zens enlisted to defend their own gov ernment ? The pension list of the United .States will cost, if this bill shall pass the Senate, more than the largest standing army in the world. And instead of diminishing it, will increase yearly, as more and more soldiers reach the age of sixty years. The bill is as had in principle as it is reckless in :ts provisions. It pen sions all equally, without regard to their length of service, their physical condition or their need of assistance. It makes a discarded virtue of patriot ism. New Yokk, May 5.—The Herald has interviewed several judges as to the advisability of abolishing capital punishment. The general opinion of the bench seems to he against the abolition. London, April 5.—The statement that only about 100,000 square miles of land suitable for settlement by emigrants remains in the United States has come to Englishmen most of whom have been clinging to the belief of that America was only half settled a^ well as only partially civil ized. Tho Savannah Daily Times, speak ing of the outlook for a cotton crop, says: The outlook for cotton is very good at present, although at so early a stage in the scit-on little is to he said that can he taken as accurate or as an acceptable prophesy as to what the suit will he. A member of a firm on the Bay, who has just returned from a trip through Southwestern Georgia, says he found the planters confident of a good large crop. Some wanted rain, and it is probable that by this time their desire in that inspect has liccn granted. < Bring to the fine prices at which the last crop was disposed of there was a decided tendency, he found, to increase the acreage. Su perintendent Merrihow, of the Cotton Exchange, says that two factors who have been through the State made reports of similar nature to this.
