The Man of Doubts.
You have seen him.
He is not as rare as some things in
this would of ours, and thank heaven
he is not as numerous as good women
or bright flowers or many other things
we might mention.
The man of doubts is not limit after
the models set up by Paul in Ids
Epistle to the Hebrews, in fact lie is
the direct antagonism of the men that
have found favor in the Divine sight
because of their faith. The mar. of
doubts never takes part in any public
enterprise, for fear it may turn to he .1
failure ; it is a part of his practice, if
not of his philosophy, to prove himself
in the wrong by holding aloof, or hy
the open prediction of failure, rather
than by joiuing with those who have
faith in their town, nnd show that
faith by works, but who sometimes do
make qualified failures, that only at
last pave the way to success. Wntchout

you, if you are n student of the queer
freaks of human nature. You can af
ford to smile at his scepticism if you
are built the other way, and we hope
yon are, but as you value your sins
cess in this world, or your happiness
in the one to come, do not he led
astiny by his doleful philosophy.

The Troy Laundry.
Mr. George \V. Henderson, mana
ger of the Troy Laundry is busy
making arrangements for his machin
ery, and by the first of next month
he expect to have the establishment
at work. He lias secured the best
machinery and will manage the en
terprise in a way to give the most
perfect satisfaction to his patrons.
He will have call and delivery wag
ons, and work will lie called for and
delivered. He proposes to make his
scale of prices very reasonable, not
higher in fact than those now paid
to washerwomen. lie will give due
notice when he is ready to begin
work, and a few days before will dis
tribute wash list throughout the city.
Watch out for them.
Bainbridge a Free Water Town.
.‘■'peaking on this subject the Bain
bridge Democrat says:
‘•If a water rate had been charged,
a large number of people would have
continued the use of stagnant cistern
water, and the health of the town
would not have held up to its present
splendid standard. Therefore we hold
that whatever free water has cost the
lax payers, it lias been returned to
them in the shape of good health, nnd
a cells3neat inquiry from outside in
relation to us, and enhancement of
our property.
“Our free water was no short sight
ed policy; it possessed more good fore
sight than any measure our people
ever adopted.”
The Times-Extehi’Rise is not [ire
paicd to say that the “free water”
plan would work in Thoniasville; the
conditions surrounding our system are
not the same ns those of our sister
town. It is very plain, however, that
something must he done to increase'
the revenue from our water works, or
else make the burden of expense fall
on all alike.
In some cities, property owners on
the streets where mains are laid arc
assessed a water rate, whether they
take water from the mains or not.
This is not unfair, because the les
sened rate of insurance, granted by
insuraiic companies, equalizes what
would otherwise prove a burden. It
these same property holders were to
put their holding on the market, they
would use the fact that they were oil
the niaiifr, as an inducement to in
tendin'.' purchasers.
If it is worth anything in this way,
it ought to he worth paving for.
We believe that the proper policy
is to lay the mains on the principal
streets in the city, and then assess the
property along them to pay the cost
of running the machinery that sup
plies the city with water.
