These bright hits are credited to the Chattanooga Times: On one occasiona man, ftom Geor gia had been very pinsistent in person al application to Gen. Leo for a fu~ lough. Ono morning the General askcihhm ttii'ltrtWWr ll Feuhdcrstood the position of a soldier. Tho latter said he did. lie was ordered to as sume it. Gen. New York July 29.—Tho Herald’s Washington special says that Senator Hear wept tears of humilation last night. He pleaded in vain for tho iramodiate consideration of the Force bill and used all his powers oi argu ment and pathos to bring his col leagues in tbe Republican Senatorial caucus to his way of thinking. Ho said many changes had been made in the bill, and more would be made to satisfy conservative Senators. The hateful domiciliary clause, the partisan jury commission clause, the brutal bayonet clause would all ho stricken out if only the Senate would pass something bearing tho name of tho election bill nnd carrying Federal power into the local affairs of the Southorn people. Tho bill wns kicked from pillar to post by tho friends of other measures. They treated the election hill as an entirely subsidiary mensurc. Members of tho Finance Committco wanted tho tariff bill de bated until it wns passed. The friends of the River and Hnrbor bill asked that that lie considered. Tho advo cates of tho reorganization of the Uni ted States Courts urged that subject to he placed on tho list, and some of the Western men wanted the Laud Forfeiture hill taken up. A caucus was held to determine the order of business, nud it was finally decided that the Tariff and Appro priation bills have tho right of way. Charging It to Providence. ,. T r , ...
