It is said that "all things come to those who wait.” But it does not pay to wait too long. This is a hustling age. While the cotton crop is very short this season, all the farmers are con soling themselves on having a fine corn, cane and other general crops. “Cotton” Talks Again. Editor Tines-Enterprise: In my last article I suggested that the alliance legislature, soon to meet might with propriety lessen the rate of legal interest, aud thereby benefit agriculturists, mechanics and laboring people generally. Id this I propose to call attention to an artifice adopted b y commercial men, usurers and bankers, whereby under the forms of law, they manage to embarrass debtors an'd borrowers. When they take a note, they have a lot of printed forms in which the debtor is made to waive all the home stead and exemption rights guaranteed to him by the constitution and the laws; and to still further embarrass the poor debtor, they mal;e him agree to pay ten per cent, lawyers. fees if the debt has to be sued. By this means they havo the power, if they see proper to Use it, to fine the debtor ten additional dollars for every hundred he owes, if by accident, mis fortune or providential causes over which ho has no controlpho fails to come to time. This I consider a great evil, for which some remedy ought to be found. The only remedy which can suggest is, for the legislature to pass a law making void all such waiv ers and additional promises. Of course, the usurers and bankers would cry out against such a law as unconstitutional, and endeavor have the courts set aside the law on that ground. If tho courts should so decide, Ihcn the common people of the country ought to rise in their majesty and so amend the constitution as lo meet the emergency. I have no idea the framerrof the present constitution intended that this privilege given debtors should be so used to their injury, os is done in bush ness matters nowadays. The real ob ject was in cases of providential mis fortunes or unforeseen calamities, against which he could not provide, to enable the debtor lo raise money to rebuild his house in case it was barm ed, or to buy another horse in cose his died. B»t the usurers, money lend ers and money kings, ever on the watch to increase their power and profits, have taken advantage of that which was intended to be a benefit, and by their shrewdness, converted it into a positive harm. Such things ought not to be. But it may be said alliancemcD are not competent to draw up laws and put them in proper shape, to meet and overcome the troubles of the times. Well, if that is true, they will be in no worse fix than fbe lawyers, for my observation is that one-half or more of the time of the courts is consumed in trying to find out what the law yers law means. Give tho farmers a chance, and see if they can’t use the proper words when they call a spado a spade. Cotton. Poor Lights.
