A Rotten System.
. Our pension system has degenerated
into a system of fraud and perjury.
In the course of its investigations at
Washington, the New York Herald
has discovered in the record for one
year more than -TOGO cases of perjury
and forgery growing out of 500 pen
sion claims.
The Herald synopsir.es a few typi
cal cases of fraud. Captain D. B.
Uul'ninn, of Pennsylvania regiment,
was dishonorably discharged from the
army for cowardice. He applied for
a pension, and got it. The commis
sioner in grantiugit said : “The pen
sion system is not one of morals, but
purely and exclusively ofgovcrnmeut-
al gratuity.”
A man tell oil a railroad train and
fractured his left ankle. It was a
simple case, and the sufferer soon
returned to hie active service in the
army. He got a pension of 872 a
mouth.
A Vermonter, for a slight wound in
the arm while in the sanitary service,
iias drawn $20,000 in pensions.
The widow of a Pennsylvanian who
died of apoplexy a year after the war
has remarried twice, and still draws a
pension to which she was never enti
tled.
Many similar instances might be
mentioned. The commissioner, accor
ding to The Herald, has issued two
or three thousand fraudulent pensions
within the past year, while the secie-
lary of the interior has granted more
than 200 claims that were rejected by
t'ie commissioner as fraudulent and
undeserving.
For general rascality and corrup
tion this pension business stands un
rivaled. It there was anything left
in the treasury, trouble might be
saved by authorizing every ablebodied
man who is willing to perjure himself
to tile his affidavit and draw a cer
tain sum. In the case of cripples
even the affidavits might be dispensed
v.itli.
Perhaps it is too much to ask for a
re-form, but can we not have less rob
bery? —Constitution.

Editor Times-Esterphise:
Dear Sir :—According to prom
ise, I write to let my friends in and
around old Thomas hear from me
through the columns of your paper.
I arrived here safe on the 15th mst.,
via the L. & N. Ry. from Chattahoo
chee to New Orleans, thence via the
Southern Pacific to Houston, Texas,
thence via Houston & Texas Central
to Dalla--, thence via Texas & Pacific
to this point. I cannot nttempt to
describe the scenery on the route. To
a backwoods fellow like myself, it was
simply grand. I fir.d every thing
here quite different to what it is
there. This place (Abilene) is about
the size of Thomasville, with a popu
lation of 5,000 in round numbers,
and is on quite a boom. The object
of everybody here seems to be riches,
and almost every line of trade and
profession seems to be over clone. I
find real estate much higher in prices
than I expected, although there is
still a big tiling in real estate here to
a man that has money to invest.
There can he no doubt but what real
estate will double its present value
within a few years. The country is
being settled rapidly, and it is only
n question of time when this will be
the most delightful and prosperous
portion of the State. I find plenty
of water here every where, and plenty
of wood (off of the prairies). All the
water Jicre is hard, and I think re
markably healthy, as the health of
myself and family has improved ever
since we landed. The soil is as rich
as one could desire it to be. I never
saw richer lands anywhere in my life,
and it will undoubtedly last forever.
I have just been looking at the depth
of the soil where there is an excava
tion made for a building, and it meas
ures G feet and 4 inches in depth, of
as rich soil as I ever saw. This grade
of land back in the country can be
bought from 85 to 80 per acre. These
prices will be found only after you
get off at a distance of from 15 to 20
miles in the country. Lands in close
proximity to this place will range
from 820 to 875 per acre. The cli
mate I find to be delightful, the al
titude being near 2,000 feet above
sea level, and a gentle bracing breeze
all the time makes one feel young and
lively all the while. I have not seen
much of the country yet, and cannot
say much about it now. With what
little experience and observation I
have here, I cannot speak advisedly
to any of my friends in Georgia. 1
can only say that so far I am well
pleased with the country, and while
there is not'that convenience of every
thing here that one enjoys in old
Thomas, there can be no doubt but
what an active industrious man with
smie means to start with can do much
better here than lie can there,
moved by the same spirit that promp
ted me to leave my old home in
Thomas. I have no fears as to my
future here. I am only located tem
porarily, and do not know now where
1 will locate or what I shall follow as
an occupation. I expect to run down
to Colorado City this week to attend
a 5th Sunday meeting and look at
the country, and may decide to go
farther west before I locate for good.

benefit of my Georgia friends, you

Governor Northen has appointed
Col. \V. L Glessner, of Americus,
one of the four delegates from the
state at large, to the southern immi
gration convention, which meets in
Asheville, N. C., on the 17th inst.
Thi3 was a proper and fitting recogni
tion of the deep interest taken in the
matter of immigration by Col. Gless-
ncr. Wc risk nothing in asserting
that Col. Glessner has done more
work on that line than any man in
Georgia. His trips to the West, in
the interest of the South, have borne
abundant fruit. A western man him
self, but for many years thoroughly
identified with Georgia, Col. Glessner
lias done a great deal towards direct
ing the attention of the West and
North West, to the fair sunny fields
of the South. These he has painted
and pictured in glowing colors, to
those who have never been So uth;
and the result is that thousands in
that section are looking southward for
homes to-day.
