Speaking of the complications over the betterments question, the Augusta Chronicle says: 5 “The Chronicle Iia3 all along advo cated the formation of a commission by the state to look into the question of betterments. This seemed to he business like and just, Whether a man may favor the claim of the les sees or not, he could not refuse art of fer to arbitrate the question, or to al low the lessees to be heard They are patrons of the state. Some of them are citizens of Georgia. They bring their claims in a business way and should have an audience. If the courts of the state and all arbitra tion are denied them they have shown a disposition to begin action in nnotli cr state for taxes paid upon that por tion of the road lying in Tennessee, The state should go about the adjust ment of this claim in a business way. There should be no complication in the way of the transfer of the Western and Atlantic railroad from the old to the new company, The Chronicle believes the matter can be arranged by the selection of a commission and the submission of the points at issue to this body. By all means let this important matter be squared up.” Let the '.eyslaturo settle the ques tion of betterments. If anything is due the old lessees it should be paid. Tiie state cannot afford to allow a just claim, huwever small, against her, to remain unpaid The total fire loss in the United States during the month of Novem ber, this ye ir, was 88,351,300. For the same month last year the fire oss was 820.081,600. This is a most remarkable difference. Gov. Northen has iutimated that he will call an extra session of the legislature, unless that body promptly nettles the betterments question. You are right. Governor, the people want the matter disposed of. Gov. Northen bos appointed Capt. S. D. Brad well, of Liberty, county State School Commissioner. This will give very general Satisfaction, as Capt, Bradwell is a practical educa tor, and understands fully the needs of the common school of the State. Mr. Humphreys of Brooks, moved, in the house yesterday, to strike out all appropriations for the several col leges in the state. Surely the farmers in the legislature are not in favor of breaking down Georgia’s colleges. We will not believe they are until the contrary is shown. The full vote cast in Virginia at the November election has been re ceived and canvassed by the state board of canvassers. The total dem ocratic vote in the state is 126,254, opposition 61,582—democratic major ity 64,672. Old Virginin is solid. Atlanta, Dec. 10.—The better- me ts problem must be settled in the next two weeks. Gov. Northen has intimated that he w.ll reconvene the Legislature in ex ra session unless the matter is disposed of. The old lessees have for years paid taxes on Georgia property in Tennessee, so they claim. There is the question, too, ot adjust ing the value of the rolling stock turn ed over to the lessees twenty years ago. It is said further that the State turned over to the lessees many thousand rds 4 wood and a vreai quantity of o,d iron rails, which w, re of great value in anie-Hessemer days. Wh le the situation is mixed, yet there need be no fear of the new lease not going into --fleet. To understand the condi tion of things it is proper to remem ber that the new and old lessees are the same parties. We do not believe in continually harassing the Legislature, but there is oue matter which we think de mands their attrition. This is the sys.’em of public roads. That improvement in the plan of working them is a growing necessity there is no doubt, aud the Legislature, com posed largely of farmers, should ap preciate this fact. Bad roads area great drawback to the progress uf the State aud a great loss to the farmers in wear of horses, mules and rolling stock. We cannot hope to have any permanent improvement in the high ways until the laws have been changed. There should bo a prop erty tax, supplemented with a com mutation per capita tax.—Grecnsboio Herald-Journal. A Slight Difference. The Savannah Daily Times says: They have some capital finances in Washington among the Republican statesmen, but the trouble is they don’t seem to be able to get together. Mr. Harrison figures on the public expend itures for 1892 at 357,000,000, Secrc- tar/ Windom at $407,000,000, and the clerks of the Appropriation Com mittee for the House and Senate at 481,000,000.
