According to a Colorado weather report, the total snowfall at Lead- ville during the winter was 252 indies, at Breckinridge, .’i7S inches, and at Ruby, 524 indies. Mr. Henderson, of Iowa, says the Tiines-lJnion of Jacksonville, has notified the President I hat the Republican caucus has unanimous ly agreed to a prog'ratuui' * 1 for cur reiiov teforra, and the House will seek to secure the concurience of the Senate. I The Newnaii burning has cast a baleful glare over the state and it lias H,relight, the people face to face with a condition that must lie met by wise and prompt meas ures. It is stated that a bill is in course of preparation that will lie introduced into the next, legis lature that. will provide fora more prompt execution of the laws. It wiil provide for the trial of the accused within live days after his arrest and upon his conviction, for his hanging in public five davs later. One very important feature of the bill and one that will go very far toward popularizing it is a provision that the testimony of the assailant's victim may be taken in private hr a special com mission, something after the na ture of interrogatories, at, which oniv a few persons need be pres ent. lu cases of assault, the giv ing- of testimony in a crowded court room is an or,lea]_ from which the prosecuting witness si ould amt would be protected by the bill under consideration. It, is this that causes fathers, hus bands and brothers to demand in stant death of the guilty party rattier than that their loved ones should he compelled to go upon a public witness stand. J’lie law's delay is largely responsible for the action of the mob. If it were known that, punishment would be meted out, promptly: that there would be no loophole for escape through the meshes of the law, the number of lyiiehings would he very greatly reduced. The writer ban in mind a crime tlia* occurred a few years ago in lY.iines-ee which was of such a diabolical nature that the city of Knoxville was for a short time at the metcy of a iiiii i The oHicers of the law were powerless while tbo mob surged around the jail. In order to protect the jail some of the mob were allowed to enter, and found that the negro had been taken away. In order to pacify the de maud of those w ho were clamoring for the negro's life and who threatened to inflict summary punishment upon the judge of the court, who had ordered the negro taken to Chattanooga for safety, speeches were made to the riotors to the effect that there would be an immediate trial of the accused and that his prompt execution would follow. This promise wag carried out. There was an im mediate indictmeit, the negro was tried, convicted and hanged in a few da. s. The prompt trial and conviction in this case had a heneliciai effect in many ways. It saved to the city and to the state the disgrace of a lynching and it proved such a warning that we have understo d that there has been no similar crime commit ted in that, sectiou since that time. It is absolutely neccesHary that some positive action be taken in this matter, something done that will put an end to the crime and avoid the necessity of lynching, which is in itself a violation of law.
