The new bill goes back to the original plan and provides for a Department of Health with a secretary in the cabinet. It is by far the best meas ure which has yet been presented on this subject. It contains all of the strong points of preceding bills without aiy of the objections which previous bills were- subject. The return to a plan foT a Depart ment of Health is commendable, the United States Public Health Service we already have a strong, efficient and rapidly developing bu reau. In ordar to justify Itself to the friends of advanced health leg' islatlon, any proposed change must provide for something larger, bet ter and stronger than the existing health machinery. The movement for a department has gained strength enormously during the past three years. The opposition to it has crystallized in t\ constantly diminishing group of objectors, while public support for such a measure has been growing ns Its object and purposes have been bet ter understood. The silly objections which were at first raised against the measure have been completely met.
