Mew York, Dec. 7.—Thousands of Austrian prisoners, who are in the Russian hands at Yekaterinburg, Russia, the center of the rich ITral mining region, are saving money out of the wages allowed them as miners, and many of them have bank accounts. They are also sending money to Austria. T.iis startling statement was made here today by J. A. McVicar, of Buffalo, N. Y., who for the past three years has represented American diamond drill concern in Russia. He arrived on the liner Cameronia from Liverpool. Charles Fryer, another passenger estimated that the French and Brit ish are using no less than sixty-five thousand automobiles on the wes tern battle front. Lansing today told Germany that the United States Government’s request for the recall of Captains Von Papen and Boy-Ed due entirely because of their military and naval activities. The reply to the German Inquiry was made in a long communication delivered to the German Embassy, and which was immedbtely warded to Berlin. The Embassy re fused to make any comment The German Inquiry indicated that the Berlin Foreign Office tended to contest the withdrawal of these attaches, under certain condi tions. No information was given out. as to whether or not the reply would meet the contention of the German Government that it should know the reasons for the request, it was quite broadly intimated to the State Department that if the request was based on something other f.ian the Hamburg-Amerlcan conspiracy trial and the Archibald case, Germany would decline to withdraw either man. The General impression is that the Lansing reply, at some length, repeats the fact that these officers have become “persona non grata,” because of their unbecoming mili tary and naval activities, and that, under diplomatic usage, it Is un necessary to do more than to inti mate that their presence is distaste ful to this government. Overnight advices from Berlin indicated that Germany might with draw the men, as had been request ed, although it might press the State Department for a bill of particu lars.
