The constitution requires every
memeber of the Free State parli
ament to subscribe faith and allegi
ance to the constitution and swear to
be faithful to the king in virtue of
tlie common citizenship ,of Ireland
and Great Britian and Ireland's mem
bership in the British commonwealth
of nations.
The document contains seventy
nine articles and is considered an
up-to-date instrument, not only
granting female suffrage, proportion
al representation, and a referendum
tc the people but also empowering
the people themselves to initiate legia-
latlon. It gives to the chamber great
power,with respect to money bills,
without control from the Senate thus
duplicating the position aa between
the British House of Commons and
the House ^f Lords.
It exempts the Free Slate from

the' consent of parliament, except in
the case of actual invasion, and gives
the Irish Supreme' Court the fullest
powers, only stipulating for the right
of citizens to appeal to the king in
council against the Supreme Court’s
decision.

FRIGHTENED BY SCREAMS
Richmond, Va., June 16.—Frighten

girl and Ormond Kelly, her 6-year-old
companion, two negro .men, who at

Hermitage road, made their escape.
The little girl and two boys, Ormond
and Wallace Kelly, tBe latter three
years old, were playing in the woods

led the children into the woods but
were quickly frightened away without
doing them any injury.

over the question of prohibition at
sea, squarely before the House unless
a rule was allowed which would per
mit a vote on only a committee
amendment.
