It is being eagerly fought as an ex
cessive and totally unnecessary meas
ure. If we have to build the ships at
an enormous expense, pay for them
and give them away, and pay for a part
of the freight charges in order to keep
them running, there is something
radically wrong with our system.
Mr. Lasker says we must either let
whiskey pay the toll, or do It with
subsidy. If whiskey Is the idea, then
