PEACH COUNTY MAY
YET BECOME REALITY
Atlanta, Ga., Dec. 13.—There ie a
renewed activity In the “Peach county
matter." All the election returns from
the last general election are being
checked Jointly by both side* to the
Peach county controversy, to sscer
tain just what counties and just ho*
many of the tabulated votes were im
properly or Illegally bandied.
It will be recalled when Senator Joe
Davidson filed bis protest against tba
Inclusion of some forty or more of the
connty reports, because they failed o1
substantial compliance with the eleo
tlon laws, a controversy arose over the
making or not making of a certificate
to the governor on which he would or
would not Issne the requisite proclam*
tton.
The anti-Peach county attorneys
contended even If the protest was well
founded, a search of the entire list of
returns would probably discover that
as many counties carried for Peach
connty were not In substantial com
pliance with the law.

Departments of State and Justice, car
rying half a million dollars for inves
tigation and prosecution of war fraud
cases was passed late today by tbs
House without a record vote and with
less than fifty members in attendance.
With this, the second supply bill ol
the session, out of the way and ready
for Senate action, tbe House Immedi
ately took up the 925,000 bill for tbe
Department of Commerce and Labor,
agreeing to eliminate general debate,
which on some measures runs a full
day. The 1923 naval budget will be
reported today.
An amendment by Representative
Black, Democrat, Texas, which wonld
have required tbe attorney general to
account for the funds, and for 9500/
000 heretofore allowed, was thrown
point of order after an hour's
wrangle. The Black amendment
songht to obtain tbe name* of all pep
sons employed by the department In
war fraud work and the amonnte paid
each.
Attack on employment by the D*
partment of Justice of high salaried
accountants was made by Representa
tive Byrnes, Tennessee, ranking Dem
ocrat of the appropriations committee.
Mr. Byrnes declared that In addition
to a chief accountant at 918,000 a year
he had been Informed on the bigbest
authority of the employment of •
•pedal accountant at 950 a day and
that asslstanta at 935 a day had been
supplied by a firm which paid them
9200 a month and pocketed the differ
ence. When Representative Evans,
Republican, Nebraska, In charge of the
bill, said he could give the Honse no
Information or denial, Mr. Byrnee,
characterising it aa an outrage on the
government, insisted It was a propel
subject for investigation.
To the section carrying 3300.000 for
enforcement of anti-trait laws, the
House adopted an amendment by Rep

ther opposition from the antl-Peacb
contingent.
It Is reported here that, behind tbit
development, there is another impel!
tag reason. It Is said that, since th?
vote on the creation of Peach county,
which originally was declared to have
lost, a local office In Houston county
has been made vacant and three can
dldates entered the field for that of
fice, one of them on a straight-out
"Peach county issue," and one on a
straight-out anti issue. The third can
didate was neutral. In a short cam
paign It was found when the vote was
taken that the neutral candidate ran
third, the anti-Peach county candidate
ran second and the Peach county advo
cate, who was the member of the
House who passed the bill, won the
local election by almost four to one
Following this election, as the story
goes, the contingent commonly known
the "Fort Valley crowd" began east
lng about and measuring their
strength and the story was albwed to
leak out In Houston county, that, since
the old country folks were so determ
ined that Fort Valley should keep
Houston county, and not be allowed to
get Into a new county, tbe Fort Valley
folks would Just do that vary thing
and "go the whole length" with it:
that they wonld simply have a local
county election called on the question
ot moving the coart house from Perry
to Fort Valley; that they could poll
votes enough within thletr own
strength to carry such an election.
A Contest of that kind would be
purely local, would eliminate the op
position in Macon county, Whom they
lay really made the state-wide opposi
tion fight In the general election, and
Fort Valley could "walk away" in such
'a contest as they claim to have dons
In three previous elections pitched on
'the Identical issue.
The removal of the court house, at-
r the local people have voted for it,
requires ratification in the Legislature
two-thirds vote, but, Fort Valley
backers figured, they would have to
get that Legislature vote any way lx
another new county fight In addition
going again into a state-wide ratifi
cation election.
On the basis of a purely local Usuis
with no state-wide question involved,
It figured out that Fort Valley could
stay In Houston county, get the court
bouse removed and then—well “go tbe
limit."
In the exercise of tbe ordinary
course ot human nature It would tall
out that very shortly all tbe county
officers would be elected by the Fort
Valley crowd, which would Include tin

Dublin, Ireland, Dec. 13.—The
houses of the Irish parliament
yesterday in Joint session at which
Governor General Healy outlined the
legislative program prepared by tbs
cabinet of the Irish Free State. The
governor general also read a messa
he had received from King George.
The legislative program was me
extensive than had been anticipated.
It covered the subject of tbe electoral
franchise, reform or the Judicial sys
tem, regularizing the civil poldce and
national army, compensation for dam-
agei and the question ot land pur
chase, patent laws snd copyright.

by Michael Collins granting amnesty
to the members of tbe British forces
engaged in military operations prior
to the truce.
Professor Michael Hayes, speaker
of the Dali or Chamber of Deputies,
presided over th# Joint meeting. Gov
ernor General Healy stood beside the'
speaker to deliver his address, but
before beginning the pronouncement
he read in Impressive tones tbe me*
sage he had received from the king.
The entire assembly applauded at
the conclusion of the governmental
address, It said:
"It Is my earnest hope that by faith
ful observance by all sides of tbs
poet so concluded, peace and prosper
lty In Ireland may be secured. In
the spirit of that settlement I have
chosen you to be tbe first represents-
1ve of the crown In the Irish Free
State.
"With all my heart I prgjr that the

and the ministers of the Irish Free
