Vienna, Nov. 1.—(By Mail) The Special Commission of the League of Nations is now atudying the draft of certain administrative and financial reforms which the Austrian government has placed in its hands. This project is designed to meet the conditions upon which the proposed League loan of about $100,000,000, guaranteed on • per. centage basis by six European nations, is predicted. In its present shape the measure is tentative and, whrn finally amended and approved by the League, it will be placed before the National As sembly for enactment into law. The proposals are based on an esti mate of the budget for 1923, and reckon‘on a deficit of about 322 mil lion gold crowns. By tha end of 1924 when the reforms have been carried out, it is estimated that tha budget will have been balanced around 237 million gold crowns, bat to make this *Mo the Leagoi carrying c of the reforma. The new taxation scheme ia very drastic, involving increased revenue from every possible source. General reform in the railways ia promised the administrative machinery is to bereorganized, tariffs are to be raised, the free pass and cost price ticket evil is to be abolished, and the eight hour law ia to ba honestly applied. Posts, telegraphs and telephones will bo made to poy their way and all monopolies, such as salt and tobacco, will be made to pay a profit Since the customs are in part security for the proposed credits, they will, be placed on a gold bases, and from this a revenue of 80 million gold crowns Is expected immediately, bnt by steady increases this will be raised to about 100 million by the end of the first year. A general turnover tax of 12 per. cent on ordinary articles ia introduced while taxation of gronnd property and buildings is to ho raised to two- thirds of the pre-war rate*.
