consin Idea,” what it means and
how it applies in the administra
tion of the office ef state treas
urer, was explained by Solomon
Levitan, state treasurer of Wis
consin, before the annual meet
ing of the National Association of
State Auditors, Comptrollers and
Treasurers in session here today.
“The Wisconsin Idea,” Mr. Lev
itan said, “means in simple erms,
‘The People First’ In the admin
istration of the office of troasurer-
it means maMng use ofrthe state's
money to the best advantage for
Ufa people of the state.
“Some of the states have invest
ed their state funds In government
bonds that pay higher rates of in
terest. This looks like a stroke of
good business when one considers
that the banka pt the state pay
ly three per cent.
'Bnt that la not the Wisconsin
idea. Wisconsin believes in plac
ing the state funds where they
are needel. The fanner tries to
borrow money and finds that his
banker has none to lend, while the
cleat treasurer ha ssehi millions
out of the state. Sending money
out of the state in times like
these is like feeding all of your

Youth Raises First
Bale in Floyd Co,
ROMEjl—Fliiyd county’s first
bale of cotton for the season was
raised by G. A. Gray, Jr. It weigh
ed 510 pounds and sold for 41 cents
a pound at auction. W. 8. Critse,
secretary of the Rome chamber of
Commerce, acted as autloneer. Mr.
Gray reported that he had used
calcium arsenate successfully in
bis fight against the boll weevil
and that his cottdn will average
fully three quarters of a bale to
the acre.

January 10, 1924, instead of in
