Mr. Wimberly, i member of the
ll'-iice of Representatives, fnm
Toombs County. Introduced a Hill,
proposing to reduce the number of
the Commission from five to
three. I had nothing to do •
the Wimberly Mil, knew nothing
about it until it was Introduced. 1
had only met Mr. Wimberly eas
ily, after coming to the legisla-
ro this summer, and as a mat*
r of fact, could not have identi
fied the man had I been called
i to do so previous to the time
of his introduction of the hill, re
ferred to. After the Introduction

The members of our Commission
have been appealing to the legis
lature for Increased appropriations,
Ing, and correctly so, that we did
not have money enough to carry
on the work of the Commission
law contemplates It shall be
a 1922 the legislature
gave us 'an Increase—of approxi
mately $3.7,000, or about twic
ammount previously appropriated
fo r the Commission. It das stated
If such were to be done, that
would then be in a position to go
to work. Following tho action ol
the legislature, nt tge/lrst meeting
of the Commission in January, this
year, I offered a resolution, prov
iding for daily* ■ sessions of the
Commission. In 1919. the members
of the Commission were given an
increase in salary of $1,100 per
year. In the Act, providing for thir
Increase In /salary, the following
provision Is carried: "Each of th*
members of said Commission shall
give his entire time to the duties
of the office." (Georgia Laws 1919
page 03, section 1). This has been
’the law for more than four years
and It has been violated with Im
punity by different members of the

citizens complaining in this cast
were advised that "the Commit*'
slon" has decided that the com
plaint Is without merit. In each
Instance the parties were advised
that the Commission *h4s decided
whereas, in each of the casep
enumerated, the Commission knew
absolutely nothing about it .If dally
seslons of the Commission were to
be held, and all complaints present
ed to the commission, ns a whole

I realize the seeming bad taste in
going to the public with a matter
of this kind, but I am not ‘respon
sible for the condition that maker
this neeesary. To have observed
conditions which, to my mind, nre
intolerable, for the past six mnnUis,
especially, and to a considerable
degree for the Last four years, 1'
•was faced with two courses; alt
quietly by nnd stand for one In-
*sult after another, nnd condone an
unworknbye. unbusinesslike meth
od of carrying on the work of the
Commission, or, bring such a cot-
dition to the legislature, the pourcr
of the Commission's creation.
The minutes of our Commission
will show thnt Commlsloners Price
and McDonald have been at the of
flee approximately five .lavs per
month, for the first six months thi#
year. I stated to the Committee
thnt If here was work, requiring
such a limled amount of one's time.
It would he argued that there was
not enough work requiring the time
of five.
Your editorial also makes the
charge In effect, that my position
in this matter Is the result of and
from (he fact that I was not elect
ed chairman of the Commission, a*
Its reorganization last January. My
reply to this Is that I told Mr
