Shortly before the Civil War, Boston made it a prison offense
to take a bath except on the advice of a physician. The Phila-
delphia Council tried to make it illegal to bathe between Novem
ber 1 and March 15 and failed by one vote. Virginia placed a
luxury tax of $30 on each bathtub in the state.
