Hon. Hanry B. Jackson's Hacon
speech Attracted considerable attention.
We haYe already made mention of the
address and the controversy which has
followed it The point of the speech
banp on this sentence, alluding to the
final triumph of the principle of local
sovereignty again*?: centralized power:
"Id that triumphal procession Abraham
Lincoln shall not mova as tha rightful
President, but Jefferson Davis, tha so-
called traitor, letdsr of a so-called lost
cause."
In explanation of the Davia-Liocoln
sentence, Gen. Jackson, says: M I at
tempted to make plain two things in my
•peech. First, that the South did not
fight for/lavery, butthst ahe fought for
s governmental principle in spite of ala
very, and to $0 peril of slavery. Second,
that this governmental principle, which
ii not local to this country, but which is
world-wide, is the principle upon which
successful human government must
finally be built; and incidentally, and
purely Incidentally, tbat Mr. Davis, hav
ing represented this principle of State
sovereignty, when the triumph comes to
the world will tske precedence of Mr.
Lincoln, who fought for the opposite,
and, as I believe, unwise and pernicious

all perional allusions, or even all Ameri
can illusions were subordinate. The
conflict over that principle and tho vic
tory in its final struggle is world-wide."

The belief that cotton manufacturers
in tho South favor a protective tarifl’isa
mistake. The mill presidents in Au
gusta and Columbus, the largest manu
facturers in the South, do not ask any
such narrow and illusory aid. The Co
lumbus Enquirer-Sun, makes hasto un
der its nsw management to say, “We
have her# the greatest manufacturing
city, except one, in the south; but our
manufacturers, as a rule, are not protec
tionists- They are making money in
spite of the tariff, and instead of asking
that foreign manufacturers should be
shut out from our markets they protest
against being shut in. All they ask is
an equal chance wi£h foreign competi
tion. They ask no artificial advantages;
nature has supplied them too bountifully
to need any.
Wh#n the next Congress lowers the
tariff, at it doubtless will, those manu
facturers who are clamoring so loudly for
protection, and who are insisting that
they will fail unless they receive it,
need not despair. If thoy cannot make
money where they are, all they will have
to do is to move to Columbus. We have
plenty of room here and will gladly
welcome protectionists,* as well as tariff
