Sir, I have the honor to inform vou, that I have received his majefty’s to represent to the go vernment of the United States, that ■his Majefty is animated by the moft |fincere dtfire for an adjuftment of differences, which have unhap pily fo long prevailed between the two countries the recapitulation of which might have a tendency to impede, if not prevent an amica ble underftanding. Sir, I have laid before the Prefident your note, in which you,have, in •the name and by the order of his Bribr.n'c Majefty declared that his Britannic Majefty is de fire us of making an honorable reparation for the aggreffion committed by a Bri tifh naval officer in the attack on the United States frigate the Chefa pe?.ke j that, in addition to his prompt difavowal of the aft, his Majefty, as a mark of his dilpeaf ure, did immediately recall the of fending officer from a highly im portant and honorable command ; and that he is willing to reflore the men forcibly taken out of the Chefapcake, land, if acceptable to the American government, to make a fuitable provifion for the unfor tunate fufferers on that occasion. The government of the United States having, at all times, enter tained a fincere defire for an adjuft ment of the differences, which have fo long and fo unhappily fubfifted between the /two countries, the Prefident cannot but receive with pieafure affurances, that his Britan nic Myefty is animated by the fame dbpefidon, and that h# is rea dy, in conformity to this difpefition, to make atonement for the infult and aggreffion committed by one of his naval officers tn the attack on the United States frigate the Chefapeake. As it appears, at the fame time, that, in making rhis offer, his Bri tannic Myefty derives a motive from the equality, now exifling, in the relations of the United States, with the two belligerent powers, the Prefident owes in to the cccafi on, and to himfelf, to let it be un derstood, that this equality is a re fult incident to a ftate of things, growing out of difUnft confidtra tions. With this explanation, as requi fite af it is frank, lam ru'honrtd to inform you that the Prefident accepts ?he note delivered by you, in the name and by the order of his Britannic Majefty, and will confider the fame with the engagement con tained therein, when fulfilled, as a farisfaftion for the infult and injury of which he has complained. Sir, I have the honor of informing you, that his Majefty, having been perluaded tiipt the honorable repa ration which he had caufrd to be tendered for the unauchotifed attack upon the American frigate Chefa peake would be accepted by the government t?f the United States in the fame fpirit of conciliation, with which it was propofed, has inflruft ed me to exprefs his fatisfa&ion, fhould fuch a happy termination of that affair take place—not only as having removed a painful caufe of difference, but as affording a fair profpedl of a complete and cordial underftanding being re-eftabliflied between the two countries; The favorable change in the re lations of his Majefty with the Uni ted States, which has been produc ed by the acl (ufualiy termed the NoB-Intercourfe Act) paffed in the laft feffiou of Congrefs, was aiu> anticipated by his Majefty, and hat encouraged a further hope, that a rcconfideration of the exifting diffe rences might lead to their fatisfac tory adjuftment.
