SOUTHEEN BANNER: DECEMBER 17, 1878.

Expression of Confidence in
His Excellency.
The following letter to Gov. Col
quitt, expressing the confidence of
the people in his Excellency, was
numerously signed yesterday by
prominent citizeus of Augusta. It
will be open for signatnres to-day:
Augusta, Ga., December 6, 1878.
Hon. Alfred H. Colquitt, Governor
qf Georgia, Atlanta, Ga:
Dear Sib—The undersigned citi
zens of Georgia, have noticed with
indignation the aspersions that have
bccu cast upon your personal and
official character in the matter of
signing tlie bonds of the Northeast
ern Railroad. It is a familiar obser
vation, sir, that no character, how
ever eminent, and no services, how
ever great, can protect the occupant
of high position from the assaults of
envy and malice. Detraction, like
death, loves a shining mark, and in
feeling the envenomed shafts of
calumny and slander, you arc but
Buffering from the same wounds
which many another good and true
man baa been called on, in all ages,
to endure.
The charges insinuated against yon
arc, upon their face, so palpably un
just that we do not fed called upon to
waste one word npon abominable in
sinuations for wjbicib oblivion even
now yawns. The name borue by
you is no new one in the annals of the
State. In the person of an honored
father it was known alike in the
General Assembly of Georgia and in
the Senate of the United States, and
in grateful recollection of that long
life of integrity and excellence is
oven Snow on the roll call of the
counties of the State. In your hands,
sir, it has lost uonc of its ancestral
virtues of patriotism and moral worth.
At the last gubernatorial election it
was well remembered with what gal
lantry you had saved Georgia from a
meditated invasion on her Southern
border, and with what equal modesty
you had (or years after the restoration
ol'peace declined all political prefer
ment.
By a unanimity unparallelled in
this State, and we believe without an
examplar in any other, it was deter
mined by the people that yon should
be the Chief Magistrate of Georgia,
and in the two years of your incum
bency this State has been singularly
blessed with repose and quiet. Unity
and concord have obtained at home,
and over onr external relations uo
cloud has ever supervened. In the
sphere of finance onr credit has speed
ily risen until none could question it,
and in the constellation of common
wealths Georgia has glittered the
spotless Southern star.
At this hoar, so replete with har
mony and ao bright with promise, the
dissonant voice of calumny jars in.
Not only is your own individual char
actor assailed, but a slur is cast upou
the whole people of Georgia by an
amult upon him to whom they have
confided the honor of the State. The
wrong, sir, which has been done in
tins matter is done not to you only,
but to us also. When the Governor
is impugned, the animadversiou ex
tends to those who committed into
his hands the Great Seal It the
pilot be uufaithful, what a refleation
on the intelligence of the ship’s crew!
How can wrong-doing be imputed to
the Capitol without the shadow of
reproach darkening every hamlet in
the State.
Believe, sir, that in these senti
ments we feel not only for you hut
wUh you. Accept our confidence—
• not renewed, for it was never shaken
—accept our confidence, our respect,
our sympathy, and our esteem
Very truly yours.—Chronicle and
Constitu tionalut.

ferred upon it by section fifth of the
Fourteenth Amendment to abridge
the basis of representation in the
Slates where colored citizens are de
nied the right to vote in such propor
tions as the number of intimidated
male citizens bear to the whole num
ber of male citizens twenty-one years
ot age.
The initiatory movement looking
to the calling of this National Con
vention of colored men was begun in
South Carolina not long ago, as was
noticed editorially in the Sun. It
has been quietly worked np in all the
Southern States, and the call for the
Convention will he circulated soon.
It is doubtless a part of the general
programme which has been agreed
upon by the leaders of the Republi
can party to make the Southern
question the paramount one in the
next Presidential canvass. The de
termination of the Republican lead
ers to force at an early day a great
debate npon the subject of the recent
Congress elections in the South is
very plain. It may not he made uutil
after the holiday recess, but it must,
conic, sooner or later. It may he
precipitated\on Monday*next in the
Senate, or Mr. Blaine calling up his
resolution. It will certainly be be
gun in the House the very moment
there is the slightest pretext for it.
As usual, the Republican leaders
are acting not only in perfect harmo
ny, but in perfect concert. Their
recognized leaders have their forces
well in baud, and are thoroughly pre
pared for the struggle. Ti e meu who
are to speak are agreed upon, and
they have made all their preparation*.
They ate crammed with stali.-iics,
with e.wparte averments, and all th©
ammunition necessary for the occasion*
The Democrats are unprepared and
undisciplined.
The object of the Republican lead
ers is to overwhelm their adversaries
with facts and details, and make public
sentiment on the subject ot Southern
outrages.
This great debate will then he fol
lowed by a national colored Convcn
lion, and its proceedings will continue
the agitation and keep alive public iu-
ten st.
