Shortage of Pensonnel, Es
pecially Trained, in Diag
nosis and Treatment.

New York. Juno 16.—Conditions in
the government hospitals lor the care
of tuberculous soldiers, sailors, ma
rines and nurses were both commend
ed and criticized in today's session
of the annual meeting of tbo National
Tuberculosis association here. The
comments both favorable and other
wise were made in a report presented
by two of tile live physicians selected
by the surgeon-general of the United
States Public Health service to visit
and inspect the hospitals for tuber
culous service men.
It is drawn up by Dr. George T.
Palmer, of Springfield, ill,, and Dr.
Henry VV. Ifoagland, of La Jolla, Cal.
The physicians reported that thoy
were surprised to find the Institu
tions were so efficiently conducted in
the face of difficulties and obstacles
that had to be overcome. They com
mended the attitude of the surgeon-
general In seeking to Improve the
service and readiness to net upon
constructive criticism.
The chief criticism of the govern-j
ment hospitals made by the two physl-1
clans were:
"Shortage of medical personnel, cs-j
pcclally trained in the diagnosis and
treatment of tuberculosis.
“Shortage of specially trained nurs
es and the lowering of the morale
through the social relationship of
nurses and other female employes
with patients. •
"Lack of discipline Indicated In the
prevalence of gambling, the use of
tobacco, tbc abuse of leaves and fur
loughs and tpe participation of patients
in harmful diversions and amuse
ments.
'■Tho assignment of the more com
petent members of the medical stair
to wards for terminal and advanced
patients with less efficient medical
service in the wards occupied by the
doubtful cases and by patients await
ing discharge."
The physicians pointed out that
there was great difficulty In recruit
ing medical staffs for tuberculosis
sanatoria because of the neglect of
tuberculosis by medical schools In the
past and because of the greatly In
creased demand for physicians with
tuberculous training.
On the whole the physicians slated
that they believed that the United
States Public Heath service.was en
titled to general commendation for
the degree of efficiency attained under
tile conditions prevailing in tho estate
lishment of these Institutions.
"During the next 20 years." the
physicians stated, "hut two great med
ical problems will remain as tho af
termath of the war. One of these is
that of dealing with mental and nerv
ous cases and the other Is the tuber
culous problem.”
They asserted that the peak of tho
Incidence of tuberculosis resulting
from the war has not been reached
nor will It be for a number of years
to come.
They predicted that if the fedcra
government met tho problem of tin
tuberculous soldier efficiently and at
the same time utilized Its oppnrtuni
ties for tho benefit of the civil popu
latlon there would come, as an In
direct result of the war, an awaken
lng to the Importance and magnitucb
of tjie tuberculous problem which wii
prove of tremendous and lasting bene
fit to tho nation.
