this year than was thought would

hoped that the farmers will learn
to plant less cotton for several
years to come. They can put no
blame on any one for the price that
they are now getting but them
selves, so gentlemen, plant a short
crop next year, and more corn,then
you’ll be “heeled.”

conspiracy are not indicted or con

cape from punishment of any per
son guilty of either of the acts
mentioned in the foregoing sec
tions shall be deemed an accom
plice after the fact, and shall be
punished as if a principal, though
the other party or parties to said
offenc* shall not oe indicted or
convicted.

ent cables as follows:
“When Gen. Carlos Alban, gov
ernor of the department ot Panama
and commander of the military and
naval forces of the isthmus, was
asked if he could now maintain
free transit on the isthmas, he re
plied:
“Columbia does not require for
eign aid to maintain free transit
across the isthmus. Within nine
days we have recaptured Colon and
have killed or taken prisoners the
troops which occupied that port.’
’Are you satisfied with the
terms of the treaty executed in
Colon?’
" ‘Yes.’
Do you considerer the isthmian
evolution entirely at an end?”
" ‘Not yet.’ replied Gen. Alban,
emphatically. “There are still
several bands of insurgents in the
interior of the department of Pan
ma. These bands will soon be
crushed.
“Col. Barrera, who led the force
of insurgents in the field against
Gen. Alban’s troops, has been
found in the bushes in a wounded
condition.
“The government will send
troops into the interior of the de
partment at once to operate against
Gen. Porras. whose force Gen.
Alban is anxious to crush.”

The latest in “yells,” says The
Kansas City Journal, “is that of
the convicts on their way from the
jail in the county in which they

PROGRAMME FOR PHILIPPINES.
Secretary Root Will Ask Congress
to Define Status of the Island.
Washington, Dec. 4. —Secretary
Root is taking counsel with some
of the republican party leaders in
the preparation of a programme to
meet the decisions of the supreme
court last Monday in the insular
cases.
It is said that the present pur
pose is to ask congress to legislate
immediately to define with precis
ion the status of the Philippines
from a revenue point of view.
While neither of the eases decided
Monday—the Pepke “fourteen
diamond rings” case and the Doo-
ley .case —affirmed or denied the
right of the Philippine authorities
to collect duties on goods entering
Manila from the United Stales, the
officials of the war department, in
the absence of legislation intend to
continue the collection of duties at
the present rate at Manila.
