Atlanta is turning her attention to
small manufactories, and is putting in
some lively licks in that direction.
These institutions scatter more money
according to the amount of capital in
vested than any other kind, and scatters
it where it is most needed. Now let
Cartersville and other smaller towns
follow the worthy example set by At
lanta.

Walter M. Ryals has severed his
connection with the Anniston Hot Blast,
and we are informed that he will here
after devote his time to the practice of
law in Birmingham. Walter possesses a
brilliant young mind, coupled together
with rare social qualities, and we see
no reason why he should not be success
ful in his new home. His numerous
friends hereabouts wish him unbounded
success.
An Investigation Needed.
Some two weeks since a demented lady
was carried from this county to the
state lunatic asylum, Messrs. C. 11. Cun
yus and Dr. Harris, of Taylorsville, be
ing appointed as her guard on her trip.
From accounts in the Atlanta and Ma
con papers we see that it is charged that
the lady was shamefully treated by Dr.
Hirris, who by the way is her husband.
The charge states that at Atlanta the
man yiolentlv struck the woman in the
mouth and bruised up her wrists. If all
that has been published is true the
woman was certainly badly treated and
nothing short of a thorough investiga
gation is in order. Mr. Cunyus
is a United States deputy
marshal and has borne a good character
in this county, where he was raised. The
man Harris we do not know.
From Mr. Cunyus we have it that the
treatment did not wholly come from
Harris or himself but says that the poor
lunatic was maddened by the ruthless
handling of the policeman at the carshed
in Atlanta, who he says treated her
shamefully. Mr. Cunyus acknowledged
that the husband of the woman struck
her slightly ‘to conquer her,’ but as for
himself he did not strike her a lick. He
is very anxious for an investigation and
does not fear the result of one. We
hope, in justice to all sides, that an in
vestigation be held and let the guilty
ones be punished. Such an outrage as
been published should not be tolerated
under any circumstances.
To the People of Bartow County.
Coming before you as a candidate for the Leg
islature, it is proper that I state my position up
on the leading questions which will probably
engage the attention of the next General Assem
bly.
I am in favor of the Railroad Commission as
it exists.
1 am in favor of the re-lease of the Western &
Atlantic Railroad, and am opposed to its sale.
lam in favor of Prohibition. Tho people of
Bartow county, by a majority of those voting,
settled this question for themselves, and, so far
as I know, they are satisfied with this settlement.
Until they express dissatisfaction I think the
matter should rest as it is.
Touching the matter of the repudiated or Bul
lock bonds, I do not regard this an open question.
The people of Georgia have repudiated these
bogus bonds, and here tho matter should rest
forever.
I think there are defects in the convict lease
system which should he remedied;
Among these are the bringing of the la
bor of the convicts into conflict wi-h honest free
labor; and the wait of a proper regard for their
moral and religious improvement.
A system of punishment that would put the
convicts at labor upon the public roads of Geor
gia—thus saying to each person subject to road
duty, ten to flfteen days’ work every year, and
increasing the value of our lands by bringing
their products, in effect, nearer to market,
would meet my hearty approval.
I think the State Department of Agriculture
should he maintained. Already it has proven
useful to the agricultural interests of the State
and, indirectly, to all other interests, hut its use
fulness can he, and should he, enlarged. The
farming interest is the source of our living ami
our wealth, and should he encouraged by every
legitimate means. Having been born and rais
ed on a farm, I claim to know something of the
farmers’ wants and needs.
If honored by you with a seat in the next leg
islature, I shall endeavor to carry out the views
to which 1 have here briefly referred.
If new questions arise, as doubtless they will,
I shall bring to the discharge of the duties
which they impose, whatever of ability, honesty
and integrity I may possess—always keeping in
view the interests, prosperity and happiness of
those who have thus honored me, as well as of
the whole people of Georgia.
I ask your support.
There are a number of gentlemen who are
seeking the position which I ask at your hands.
There is no reason why the canvass should not
be conducted kindiy and pleasantly. On my

At the earnest solicitation of no one,
and to appease a great hankering for
office, I have made up my mind to enter
the race for the legislature. As time is
rather limited for the construction of a
platform, and being fearful of a hastily
constructed affair, I have concluded to
let it pass. My experience is that plat
forms are of not much good, anyhow;
they are generally constructed of good
material apparently but soon disintegrate
when the office sought for is captured.
One thing certain, if I am elected a mem
ber from Bartow to the next Legislature
I will ever look after the interests ot the
laboring men and the farmer, who are the
backbone and sinew of this country.
Another thing is equally certain, I will
keep my weather eye open when it comes
to tapping the tax payers’ poeketbook.
I thus leave my candidacy in the hands
of my fellow-citizens with the hope that
they will treat it with the charity and
kindness that it probably deserves.

To the Voting Citizens of Bartow County.
It is but proper that you should know
my position on such prominent issues as
will come before the Legislative Assem
bly ot Georgia and upon which, in the
event of my election, I will be called up
on to exercise my judgnent in represent
ing you. On most of these questions I
am on record in such a manner that there
can be no possible doubt as to the convic
tions of my mind.
First—
THE LEASE OF THE W. AND A. R. R .
for the greatest amount possible. lam
not only now convinced is the best policy
to pursue with this valuable property of
the state, but was so convinced when I
drew the original bill for the lease in 1872.
I am sure that it was saved to the people
of this state then, and that it can be best
saved now by preserving the property in
tact as a constant and reliable source of
revenue. It is I confess with much sat
isfaction that I remember the aid given by
me to the Hon. Dunlap Scott at the time
when the wreckers were at work and
seeking to rob the people of Georgia of
this property. The following extract
from a letter written to me by Mr.
Scott I present to you, not because
I desire to parade a compliment, but be
cause I am informed by one of your most
prominent citizens that “not five men in
Bartow know the part I played in se
curing the State Road to the people.”
Says Mr. Scott: * * * “I never see
the payment of the monthly rentals into
the State Treasury by I have a feeling of
gratitude to you, Rawls and Holden for
the invaluable services rendered, when
thev were most needed.”
As the colored people of Bartow county
now receive their share of about SB,OOO
of this rental it would be well maybe for
some of their thinking brethren to study
up this matter, and as the white citizens
get their share of the remainder, I am
sure they will not object to knowing how
all this came about.
Second —On the
REPUDIATED BOND QUESTION
I am today as firmly convinced that the
people of the State of Georgia are not
bound by any legal or moral obligations
of duty to pay them, as I was when I
presented my argument to the citizens
of Savannah in 1871. That argument is
presented in full in the Savannah Morn
ing News, and 1 do not see how I can in
any wise discover that it is at all weak
ened by the observations of the past
fourteen years.
ON THE CONVICT LEASE QUESTION
I stand squarely by my letters to Col.
Robert A. Alston. I believe the whole
system to be wrong and a relic of bar
barism. While it does not benefit the
people of the state, as other methods ap
proved by the oldest and most highly
enlightened section of Europe and
America will ultimately do, it certainly
has been a comentarv upon our Chris
tian manhood and of benefit only to a
favored few.
As to the
AGRICULTURAL INTERESTS OF THE STATE
Most of you must know my connection
with these. Amid the wreck and ruins
of our homes, with a few others helping
me, I started again the State Agricultu
ral Society at Eatonton, in Putnam
county. You may have read in your
county papers a detailed history of my
association with this body, running
through a period of eleven years. End
ing only when, with Dr. Hamilton and
others, I made way for my friends.
ON THE PROHIBITION QUESTION
lam just where I was last year, and no
one in my section ot the county who
contrasts the condition of affairs there
with what they were eighteen months
ago can fail to see the benefits which
have accrue 1 to us.
THE RAILROAD COMMISSION
Has, so far, proven to be a wise and just
tribunal. To adjust the equities between
the public and the railroad corporations
in conformity to the established princi
ples of a sound political economy, aud a
righteous construction of law is a most
difficult problem. As long as our Com
missioners preserve their integrity of
character we have in them a safeguard
against oppression. In every legitimate
way I will endeavor to sustain them in
the important duty assigned to them by
the law creating their functions.
These are the most prominent ques
tions now engaging the minds of thought
ful citizens. From among the candidates
before you are to be chosen those who
must sustain the past reputation of Bar
tow county in dealing with these ques
tions in the true spirit of “Wisdom,
Justice and Moderation.” The past
history of your candidates must form the
best guarantee as to how they will formu
late their thoughts, and how they will
give vitality to these thoughts in decis
ive action. Should you see proper to en
trust to me the honor of your service I
can but pledge myself to stand squarely
and firmly by my past record and by the
convictions of my mind herein expressed.
One word to my competitors in the race.
I have not entered this canvass without
hesitations and greatly against my de
sire, but now that I am lead into the
track I am going to do my best to “keep
in the middle of the road.” I am not
going to bite or kick at any of you fellows,
and I don’t want you to bite or kick at
me. 1 will keep in the best possible
humor and intend to have all the inno
cent fun I can. If the people elect me I
am going “happy on the way” to At
lanta, if they do not 1 am not going to get
the dyspepsia and sour on anybody, but
will keep “happy on the way” in which I
have been rejoicing and not a flower shall
wither or a sunbeam be dimned. I have
nothing whatever to do with any personal
local or party quarrels or differences. If
there is a man in Bartow county who I
am mad with I do not know it, and if
anyone is mad with me let him come out
into “the middle of the road” and we’ll
talk about it like men.

Reports I'ioni Memphis Indicate a Better
Crop Than Usual.
Memphis, Septembei7.—The regular
monthly cotton crop reports of the Mem
phis district which embraces West Ten
nessee, North Mississippi, North Arkan
sas and Korth Alabama, to he published
to-morrow by Messrs Hill, Fontaine &
Cos., will say: The weather during
August has tein most favorable to cotton,
although a large majority of our corres
pondents report it much more favorable
than last June. The wet weather period
in June left the plant in a poor condition
to withstand the drought, and the warm
dry weather which extended from early
in July to about the middle of August,
caused material shedding. There is
general complaint of injury to the plant
throughout the entire district from this
cause, together with rust, which is also
general complained of, except in Missis
sippi, where the outcome ot the crop is
noted most favorably. Seasonable show
ers fell during the last two weeks of
August and there has been marked im
provements in the crop since that period.
The plant is reported as being unusually
heavily fruited, and in a majority of
cases in retaining its squares and bolls.
Of 310 responses 226 report the crop
in a better condition than last year,
which is fair. Indications are bright for
a full average yield within the district.
Picking has begun in some few localities,
but it will not become general througout
the district until about September 18.
Notwithstanding the damage reported,
the indications are that with a fair season
and a late frost, the yield of this district
will exceed those of the past three
years.

Duawx, Sept. 9.—The troops engaged
in the Woodford evictions, on their re
turn to the barracks at Birr, protested
against the work of forcibly putting
helpless, infirm and starving people out
of shelter into the roadway, and de
clared they would in future refuse to
perform such obnoxious duty. No effort
on the part of their superior officers
could quiet the determined indignation
of the soldiers, twenty of whom were
placed under arrest on a charge of mu
tiny.

Wells four feet square are being sunk
in Stone mountain. One is 400 feet up
the side of the mountain and will be
thirty-five feet deep; the other i* seventy
feet deep and 600 feet up the mountain.
Into the former twelve tons of giant
powder and into the latter two car-loads
will be dumped. These will be blown up
in a short time, and it is expected that
the reports will equal the earthquake
ghock. Stone mountain is but fifteen
miles from Atlanta. Citizens are gener
ally alarmed, as they believe that such
an explosion will be sufficiently strong to
reach the city.
Circusman Forepaugh has agreed to re
spect the protest of Mr. Bergh against
having the trick horse Blondin to walk a
tight rope across the chasm at Niagra
Falls. Probaly the shrewd showman
never intended to have the horse make
the attempt, as it is very likely that it
would have proved an expensive and
disastrous failure. He has got all the ad
vertising he could well haye expected
out of the sensation however.
It is told of an East Macon man for a
fact that the other night he went home
drunk and, after tying his mule to the
banister of the front porch of his house,
went into the stable, locked it, and then
went to sleep in the trough. The next
morning when his wife went to the sta
ble to put up the mule she found her
husband asleep in the trough.

testament of Mrs. Martha Thurmond, late of
said connty, deceased, I will sell before the
court house door in Cartersville, Ga., within
the legal sale hours, on the first Tuesday in Oc
tober, 1886, the following real estate belonging to
the estate of said Martha Thurmond, to-wit:
All of lots of land Nos. 1184, 1114, 1118. and all
of lot No. 1117, except three acres in the north
east corner of said lot; also all of lot No. 1115,
except 5 acres in the northeast corner of said
lot, containing in all 192 acres more or less; all
in the 17th district and 3rd section of Bartow
county, Ga. Also the south half of lots Nos. 1151
and 1152, in the 4th district and 3rd section of Bar
tow county, Ga., containing forty acres more or
less; the whole tract being 232 acres - about 100
cleared and in good state of cultivation, balance
well wooded. Improvements: ordinary frame
dwelling and several tenant cabins, a fine well
of water on premises. Said property sold for
division as provided in said will. Terms of sale
