Makes Many Important Suggestions to
Council.==Streets to Improved.
THINGS THAT HAVE AND HAVE NOT
BEEN DONE IN BAINBRIDGE.

The law imi/osing tne duty upon me
of making such recommendations to you
as in my judgement are to the best in
terest of the city, and the inhabitants
thereof, 1 beg to do so herewith, and al
so at the same time to call your atten-
to some things that have already been
done.
Some months ago the city was threat
ened with an epidemic of smallpox, a
case of same being discovered iu the
heart of the city. It was only b.y
prompt ana vigorous sc turn that tins
dread disease was stamped out in its iu-
cipieucy, and in doing so we were much
embarrassed by the fact that no provis
ions had heretofore been made for same.
The measures taken cost the city not
less than $150.00; this money was well
spent, but I would recommend that the
city erect a permanent pest house
at some suitable place where those af
flicted by such diseases could be com
pletely isolated, and no opportunity
giveu for it to spread.
I would also recommend the adoption
of an ordinance, Requiring all physicians
to without delay report tiie existence of
any contagious or infectious disease to
the Mayor or Mayor pro tern, and mak
ing penal the.r failure or refusal so to
do.

that the terms ot some of the Trustees
ot the Public Schouls have expired and
that an election should be had for the
purpose of tilling these lesponsible posi
tions.
■ I roiommend that a suitable uniform
be prescribed for the police force of the
city, and tuat all members thereof he
requited to provide themselves with,
and wear such uuiloruus.
i reoummdnd that the salary of the
Chief of Police be seventy-five dollars
per month. The duties of this official
liaye constantly mannsed with the
growth of the city, and this salary in my
judgment is none too inuca to pay a
competent officer.
I recommend that the salary of tbe
policeman on day duty be fifty dollars
per mouth.
I recommend the employment of an
additional policeman whose duties shall
. e to constantly patrol and protect the
residen ©.portion of the city, and who
irgan.
Street. At present this block is twice
as long rs any in the city, and causes
great inconvenience to the citizens read
ing iu thatlocality.
I recommend that the street tax be
$2.00 per year as heretofore.
I am glad ty repo t that our system of
water works is jn first-class condition,
and the water pure and healthy. The
water mains however do not lit present
reach all parts of the city, and I would
recommend that an election bo held for
the purpose of voting , tor ar, i sue of
bonds to the amount of $10,000.00, said
sum to be wed in retiring the floating
debt of the eity, and extending the wa
ter mains throughout its limits.
I recommend that present colored
school house and lot on Shotwell street
be sold, and the proceeds of said sale be
devoted to the purchase of another lot
in60ine proper location, and that a new
colored school house be erected thereon
as soon as practicable.
I would also recommend thdt some ad
ditional land bo pm chased for the pur
pose of enlarging the cemetery, there
being very few lots therein at the dis
posal of the city.
The present City Code was adopted
more than twelve years ago. Since its
adoption very many ordinances have
been enacted which are not embodied
therein, and itis impossible to know with
certainty the laws of force in the city
without a thorough examination of the
minutes of Council for the past twelve
years, f would recommend that anew
Code be compiled, containing all ordi
nances now of force, and e imjfiatipg all
ordinances, if there are such, which are
incapable of enforcement.
Under the new char er of Bllinbridge
the Mayor and Aldermen hold office for
the term of two years. This change
was made at the instance of many citi
zens who did not desire the peace of the
community disturbed by an election each
year. Coder this charter many powers
are conferred upon the corporate author
ities which they did not h ive before, and
the enactment of ordinances will be nec
essary to put in operation some of the
powers therein conferred. Some of the
powers grai ted will prob tbly not be nec-
essa'y ai. t; is time, but in drafting the
bill it was thought well r.o look to the
future as well as the-pres rat
Though the matter bar lly comes with
in ihe jurisdiction of your Honorable
Body, 1 would say that in my judgment

Tobacco will be more extensively

Mrs. Abie Hodges, of Jakin, visited
Mrs. J. H, McLaughlin, near here last
week.
Mr. ,1. E. Culpepper left today for
A Inga, where his brother was drowned
some days ago.
Miss Gladis Folsom left l.Utfc Sunday
for Moultrie, Ga., where she will attend
school until June.
Mr. and Mrs. L. McCrary have re
turned from a vhit to Madison, Florida.
Mr, McCrary reports a huge time,
Mr. Oliver Evans is at Fiiceville doing
some brick work this week. We think
there is some other attraction at ' Faee-
ville for him.
Mr. 13. E. b. Dasher lias just returned
from Valdosta where he spent the X uas
holidays with I rieud-. and relatives. How
Bob stayed oif-from her that long wc
don’t know.
News is scarce this week as our people
are all so quiet, peaceable and healthy,
yet Fowltown is one of the lew that
t here is not a notejof discord among our
citizens socially.
Miss Annie Curry, of Climax, opened
school here Mquday last witL quite a
large number of pupils enrolled. We
wish much success fur Miss Annie as she
is one of Climax’s most estimable young
ladies.

Messrs. E. H. Hinson and A. A. Burke
left for Quitman today on business.
The wedding bells will be heard soon;
will some one guess the hlcky ones.
Mr. I. P. Chapman, of Whighatr., is
over this week transacting business.
Rev. K. L. Molyer prenohed us a fine
sermon Sunday last. A large crowd was
present.
Mrs. G. VV. English is visiting her
daughter, Mrs, D. 11, Price in Qiitmau
this week.
The New Year party given by Mi-a
Rumbo was one of the most brilliant al-
tiiirs of the season and much enjoyed by
all.
Misses Hula and Lucy Bates are visit,

ery one is glad to see the young ladies
back.
Our school .opened J onday morning

Ram ho. We feel sure the school will do

Mr. Dick English will leave soon for

with the Union Ni ws Co. We will miss
Dick as he is the life of Climax but wish
him much success.
