Not Animated by Politic*.
Senator Underwood has stated that
in introducing a bill under the terms
of which American claims could be
settled by an American commission,
he was not animated in any respect
by politics. At the same time he ad
mits that his bill and its agitation
will have a political effect. If the
Republicans pass his'bill, it will follow
that German nationals will be alien
ated; if they do not pass his bill,
many thousands more Americans, he
declares, will demand to know the
reason why.
In discussing the situation today,
the Democratic leader referred to the
fact that the Alien Property Custo
dian never acted ns an agent of Ge
many but as an agent of the United
States, if the opposite or German
view should prevail, he declared, Ger
many could take possession of
property. If the American view pre
vailed, he added, Germany had ab

as a war measure. For that reason,
he continued, the Administration was
in error in proceeding against the
American Chemical Foundation which

man dye patents.
“It is not enough,” he continued,
“that the Government prove some one
made a sharp bargain in securing
dye patents of $2,500,000. The Gov
ernment to conviet must prove actual
fraud.”
