Grand Jury Presentments.
"VX7^U, Ihc Grand Jury, Panel No. 1, selected and
V V sworn for the Fall Term of Houston Superior
C0 °M, make the following presentments:
™ ® have examined thojnil of onr county and find
that it needs some repairs.
Wo would also call the attention of tlio Inferior
Court to tho unsafe condition of the following
bridge* That on tho main road from Perry to Hayoe-
ville, that over Mossy Creek at Sand-bed, that "one
commonly called Lotion’s bridge, that at Crawford’s
Mill, and tbo ono on Flat Creek near Ross’ Planta
tion.
Wo recommend, also, that moro comfortable and
becoming seats bo provided for the juries, and that a
large stove he procured for the Court room.
Also wo recommend that Grand Jurors bo paid
two dollars per day for their services.
Our Patrol laws being still insufficiently executed
we hope the proper authorities will pay duo atten
tion to this matter.
On examining the Tax receiver’s book we find that
James Mercer is put down as a defaulter; he should
not .bo taxed at all, no* being of age on tbo 1st of
April. Dr. JoIin Fordliiim should not be taxed for
bis profession, not having begun the practice of it
at said time. Wo find, also, that Stephen Bassett
has been taxed quadruple instead of double, all his
u S. 0ve, L fourteeu dollar, fifty-three cents and eight
mills (814,53,8) should be remitted.
We are pained to feel called upon to find true bills
*o *n alarming extent, showing a deplorable statu of
the public morals of our county. We can trace these
excesses and crimes mainly to that most fruitful
source of crime and suffering, the improper use of
intoxicating liquors. A number of cases of special
presentment we have been onable to act on, and
have requested tbo solicitor to turn them over to
the next Jury.
Wo have made out, from tho Receiver’s book, a
list of children entitled to the benefits of tbo poor
school fund, but we are satisfied that said book does
not contain (by a considerable number) a correct
census of children as required by law; so that wo
fear there are many entitled, who may not enjoy tho
benefit ofthis benign provision.
In connection with this subject we dare express
our opinion that the time has come when the Legis
lature of our State should, by sale of a portion or all
of the Western A Atlantic Kail Road, or otherwise,
raise a fund suffic ient to establish in our “Empire
State ofthe South’’ a system of Common School Ed
ucation.
We recommend to our ensuing Legislature the
abolishing of onr existing Usury laws, thereby
bringing much more cash capital into competition,
with the banks, taciliating trade and preventing un
lawful dealing.
This bsdy would also respectfully ask tho Legisla
ture to take into careful consideration the present
condition of our Banks, tbo insecurity of btU-koldert
and the pressure open the great interests of unr State
—particularly the paramount planting intent!. We
presume nottopoiiit out remedies for the existing
evils, but appeal to the “assembled wisdom of tho
State” to prevent them if possible in future.
On taking leave of Judgo Worril! and Solicitor
Mqntfort, we take pleasure in commending their of
ficial dignity and propriety, and their respectful de
meanor to onr body.
_ We desire that that these presentments bo pub-
