APPLICATION FOR CHARTER
Georgia, Jackson County.
To the Snptrior Court of said county.
1. r lhe petition of C. 3. Almond, J. J.
Smith and J. J. Carr, all of said state
and county respectfully shows:—That
they desire to be incorporated and made
alody corporate and politic for them
selves associates, successors and as
signs under the name and style of
WINDER DRUG COMPANY, with
the right under said name and style to
sue and be sued, plead and be implead
ed contract and be contracted with,
have and use a common seal, make such
by-laws, binding op its members, not in
consistent with the laws of this state and
the United States, to purchase and hold
such property, real or personal, as is
necessary to the purpose of their or
gnnization, and to do all such acts as
are necessary and proper for the execu
tion of this purpose.
2 The term for which petitioners ask
to be incorporated is twenty years,
with the privilege of renewal at the end
of that time.
3. The capital stock of the corpora
tion is to be twenty-five hundred dol
lars, divided into shares of twenty five
dollars each. Petitioners, however, ask
the privilege of increasing said capital
stock frem time to time in such manner
a8 ma y be provided in their by laws, to
such Bums as shall not exceed in the
aggiegate twenty-five thousand dollars.
4. Petitioners further show that ten
per cent of the capital stock lias been
actually paid in as required by the laws
of this state.
5. The object of this proposed corpo
ration is pecuniary gain and profit to
its stockholders. And for this purpose
petitioners desire power to carry on a
wholesale and retail mercantile busi
ness, especially the purchase and sale
of eiu£?, oils, paints, glass, perfumery,
toilet articles, cigars, tobacco, proprie
tary medicines, and farcy gooes, at
wholesale and retail, or either as peti
t:oi irs may elect, and generally to buy
at;d sell either for cash or on a credit
such articles as are usually kept in well
(.quipped drug etcres, as weli cs to en
gage in the manufacture and sale of soda
water, aid other non-intoxicating
drinks, either on draught or in bulk,
tc manufacture any drugs, medicines
and preparations of any kinds, which
aid corporation may desire to com
pound, prepare and market.
6. In further aid of the purposes of
the said corporation, petitioners ask that
they may have power to borrow money
and to secure the payment of same,
either by mortgages on its property, by
notes, or otherwise as its directors may
see best, and generally that said torpo
ration rauy have ail such rights and
powers in the conduct of its business as
appertain to natural persons.
7. Each stockholder shall only be
individually liable for the debts of said
corpotation to the amount of his unpaid
subscription tc the capital stock of the

8. The t fficers of said corporation
shall consist of a President, Vice-Pres
ident. Secretary, Treasurer and Mana
ger, who shall constitute the board of
directors ef said corporation. The
principal i ffi.ee and place of business of
said corporation will be in the City of
Winder, said state and county, but said
corporation shall be authorized to have
agencies or branch offices at such places
as they may see fit.

We, the grand jury, chosen and sworn
for the February teim, 1899, Jackson
superior court, submit the following
general presentments:
Through proper committees, we have
examined all the books, records, prop
erty, etc., as prescribed by law.
ORDINARY.
We find the books and records of the
ordinary’s office correctly kept, and

CLERK SUPERIOR COURT.
We find clerical errors in C. C. Chan
dler’s accounts of $lO against him, and
sl2 and 31.75 against the county, mak
ings difference of $33.75, which we or
der paid to the present treasurer oil er
rors.
We find all books and records neatly
and correctly kept with above excep
tions, both by former clerk, C. C. Chan
dler; and present clerk, A. C. Appleby;
and proper vouchers for all disburse
ments and expenditures.
We incorporate as part of our report
the report of the special committee aD
polnted by the last grand jury in re.
gard to the disposition of $166.22 held
by C. C. Chandler, and wa recommend
the same paid into the county treasury,
without interest.
We find an item of SSOO charged by
C. C. Chandler for indexing old deed
records, which we think entirely too
much, and recommend that the ordina
ry take steps to reduce the charges to a
legal rate for such work. We also re
commend that the ordinary be careful
not to pay ever legal rates for any
work.
We find new blank deed books F. H
XL I and J. K. and R. have been pur
chased, and we recommend that the
same be transcribed by a competent per
son, and that the ordinary have it done
at the lov'-est possible price.

Court:— At the last session of the grand
jury, the undersigned wire appointed a
committee to investigate whether or not
$166 22 of back taxes paid by W, F.
Head, tax collector, to C. C. Chandler,
county treasurer, on February 18. 1898,
had already been paid, beg leave to sub
mit the following:
After a full and complete investiga
tion, we find that the seme had not
been previously paid. As to how it
should be distributed between the state
and county, we refer you to Mr. Head.

Whereas, the work of our special
committee to exame the tax collector’s
books was incomplete, we appoint the
following committee, viz: C. F. Holli
day, W. T. Appltby and Jack Bennett,
to make a thorough examination of said
books, vouchers, etc., for the year 1898,
and make their report to the next grand
jury ; and we also recommend they be
paid $2 a day for their services.

CLERK CITY COURT.
We have made a through examination
of said clerk’s books and records, and
find them correctly and neatly kept.
We furthei find that one Mack How*
ell was fined by the jndge of city court
$25, including costs, and that said How
ell was taken out of jail by Mr. Frank
Holder, that no money has been paid,
and that outside of cost going to the
officers in said caae, there are $. 75
which should be turned in as insolvent
cost.
PUBLIC BUiLDINGS.
We find there are several needed re
pairs to the court house, to-wit: Blinds,
plastering, urinals, etc., and recommend
the ordinary have same repaired at
once.
We find the jail neatly kept, and the
prisoners well cared for. We find some
needed repairs, and recommend that
the ordinary have them made at once.
PAUPER FARM.
We find the inmates well cared for.
We find that one of the houses occu
pied by the teniale inmates needs
ceiling, and that there is plenty of
lumber on the placo for needed re
pairs.
We find that two of the inmates, tc
wit: Da,ve Burger and Eli Minish, aro
drawing ponsions.
We find the inmates arc
pleased with tho present keeper of the
farm, and we think lie is doing his full
duty towards the inmates.

ROADB AND BRIDGES'
We recommend that the judge of the
superior court put a fine of $59 on all
road commissioners who do not have
their roads in good condition, including
mile posts, sign boards, etc., by next
August term of said court.
We wish to call attention of the ordi
nary to the condition of a stone pillar
nnder the Pittman bridge across Oconee
river. Also, to the condition of Dixon
bridge across same river in Miller’s
district. Also, the Academy bridge,
and have same repaired.
REOOM M H N D A TION S.
We recomnnnd that W, L. Sykes
have $2 extra services for serving sub
poenas at night. N
Avso, that the ordinary have court
houses built in the militia district of the
county where needed at a oost not to ex
ceed $75 each, a deed to the building site
beiug furnished by a citizen urcitize-sof
the respective districts, or where houses
already exist that needed rebair be

Also, that the ordinary take such

avoid the hills at gum springs.
Also, that Albert G. Lunar be ap

trict.
We recommend that these general
presentments be published in The Jack
son Herald and The Jackson Econo
mist, aud the pay for same be equally
divided bewteeu them.

his honor, Judge R, B. Russell, for the
able aud impartial manner in which he
discharges his duties and dispatches
business. We also extend our thanks
to Sol. Geu. C. H Brand for the many
courtesies shown this body aud the
