MORE PROPOSALS
FROM FILIPINOS.
Oris While Hears Overtures Mac-
Arthur Attacks San Tomas.
GENERAL OTIS IS UNMOVED
Still Refuses to Recognize Fili
pino Government.
A Manila special, under date of May
i, noon, was to the effect that, at the
time mentioned, General MacArthur
was assaulting the town of San Tomas,
about five miles north of Cnlumpit.
The Americans were fighting for the
bridge and the rebels were burning the
town.
Filipinos Ask For Time.
A previous dispatch stated that, there
was a conference at Manila, Wednes
day, lasting two hours, between Major
General E. S. Otis and the envoys
who came from General Antonio Luna
bearing a proposal for a cessation of
hostilities. General Otis adhered to
his refusal to recognize the so-called
government of the insurgents.
The Filipinos now ask for a truce
of three months to enable Aguinaldo
to summon the congress and consult
with the insurgent leaders and others
of the islands.
The envoys admitted the contention
of General Otis that Aguinaldo has lit
tie control over affairs outside of the
island of Luzon.
The question of the release of Span
ish prisoners in the hands of the Fili
pinos being mentioned, Major Manuel
Argneleses, the chief member of the
deputation, said that lie considered
them as being in the same category
with the Americans, the United States
being the successor of Spain in domin
ion over the island and acquiring by
treaty ail Spanish rights and obliga
tions.
After the close of the conference
with General Otis the Filipino enjoys
had a consultation with the United
States Philippine commissioners.
The Filipino envoys, Major Manuel
Argneleses and Lieutenant Jose Ber
nal, have abandoned the pretense un
der which they came to General Otis
that they represented General Antonio
Luna and at Wednesday's conference
they announced that they came as rep
resentatives of Aguiualdo himself.
The two emissaries used all their
wiles to secure a reply from General
Otis to the letter from Senor Mabini,
Aguinaldo’s prime minister and min
ister of foreign affairs in the dictator’s
cabinet, which they presented to Gen
eral Otis Tuesday, but General Otis
refused to make any reply on the
ground that to do so would be equiva
lent to recognition of the so-called
government of the Filipinos.
Major Argneleses said that Aguinaldo
knew he would be overpowered in time,
but that he would be able to continue
the tight for months, and that he would
bo so unless he were given what Major
Argneleses termed peace with dignity.
Mr. Sehurman, the president of the
1 nited Stator, Philippine commission
ers > expressed the opinion that the
interviews accorded by General Otis
to the Filipino envoys will have a good
moral effect as tending tc convince
Aguinaldo’s representatives that the
Amcricun authorities mean to give the
ilipinos /i good government, and not
~!' e of the Spanish sort. Certainly it
kas had a civilizing influence in induc
ing them to observe the amenities of

PROTEST FROM WANNaMAKER.
Declares Acquittal of Quay a Great
Public Disappointment.
A Philadelphia dispatch says: John
M auamaker made the following state
ment relative to the acquittal of ex-
Senator Quay and the latter’s appoint
ment by the governor ns senator.
“The acquittal of Senator Quay will
lie a disappointment of every lover of
justice and every friend of good gov
ernment throughout the United States.
It records with emphasis the difficulty
of convicting potent political defen
dants charged with public crime, no
matter how clear, convincing and
overwhelming the evidence may be.
“I he story of the corrupt use and
speculation in public money in Penn
sylvania is an old one and lias been a
matter of notorious accusation against
a long line of state treasurers and
political bosses for many years. Mr.
Quay himself has been again and
again accused of participation in treas
ury jobbing by the newspapers of this
and other states with circumstantial
detail.”
