Amercans Forced
to Pay Ransom.
Washington, April 30- —Mexican
constitutionalists at San Dimas have
forced Americans there to pay ran
som of 18,000 Mexican dollars and
have confiscated their arms. Offici
al reports today from Mazatlan say
great unrest prevails among Ameri
can residents there, as the Huerta
forces are said to be insufficient to
protect property.
Increase in Cotton Acreage.
New’ York, April 30. Premin
ary estimates of acreage, the
amount of Fertilizers used and the
earline&s or lateness of the season as
ascertained by The Journal of Com
merce and Commercial Bulletin
through 1.000 replies of special cor
respondents of an average date of
April 23 indicates an increase in
acreage over last year of 2-8 per
cent. As many correspondents re
garded it as too early to take de
finite estimates this result must be
regarded as tentative and subject to
revision in our next month’s re
port.

Soldiers Moving to Attack
London, May I—One hundired
thousand Austrian, troops are
moving in the direction of the
Montenegrin frontier, accord ini
to an Antivari dispatch to The
Mail. The majority of these are
from Styria. A large number of
Austrian troops also are proceed
ing to Antivari by sea.
The Austrian ambassador had
a prolonged conference with Sii
Edward Gray, secretary for for-
eign affais, who was also con
sulted by the Russian ambas
sador.
Both Austria and Montenegro,
according to Vienna advices,are
continuing their military prepar
ations. Montenegro has dispatch
ed 5,000 troops drawn from Scu
tari towards tlie Austrian frontie)
and has mounted heavy guns
above Gattaro.
Great ministerial and diplomat
ic activity prevails in Vienna,
where a council of war was held
at the foreign office this evening.
National Banks to Pay Interest.
Washington, April 30.—The fis
eal system of the United States
governing deposits of federal
fun I-, in national banks was rev
olutionzed today by Secretary
Mcdoo. of the. treasury depart
meat with an announcement that
all governmet depositaries;wheth
er active or inactive, would he
reuired to pay interest at the rat<
of 2 perr cent per annum begin
ning June 1 upon deposits of the
government.
