We, the Grand Jury, chosen and sworn for the August term, Jackson Superior Court. 11)08, having, through proper committees, examin ed the txiok# of the various officers of the county, submit the following report and recommendations: ohiunaky’s okkick. We find all Inioks in a neat and perfect condition, so far as our com petency allowed us to judge. We recommend that a bulletin board he furnished for the posting of hills, etc., and urge that same he placed in the proper place at the earliest convenience. CLERK SI'PKHIOU COI'HT’s OFFICE. We find all records very neat, and appearing to us as being correct in every particular. We think it our duty to commend him for intro ducing and adopting the typewriter system for records, lie informs us that by the use of this system, the county saves three.-fourths the cost on records, they being carbon, and arc durable and perfectly legible. It has lieen brought to the atten tion of this body that managers of election prceints have not been de livering the voters list to the clerk of the superior court, as the law m quires. P’s correctly kept, with the exception of a few omissions as to entries of cost, and disposition mad'* of eases, to which we have called their attention. CHAIRMAN OF COM. ROADS A RKVENI Ks. Our committee report that they find vouchers for all money that has come into his hands since last term of court. pension list. We find all names on list eligible. PAl’I’KIl FARM. Our committee appointed to in spect the pauper farm, report that they find the inmates well pleased and humanely treated. They report one barn too low to the ground, and in a state of de cay, and think that I it should be remedied. Also, some repair needed on well shelter and curb. They also report one build ing now occupied by inmates needs repairs as follows: Covering, veranda, floor repaired, and one room finished ceiled. They further report the building used for colored inmates entirely unfit for use on account of leaky roof arid decayed floor. Also, repairs needed on walls. They further find leak in front ve randa of main building, which should Iw repaired. We would sug gest that tin 1 dead timber be used for fire wood as far as practicable, and that green timber be reserved. itulic nuiLniNus. The* committee appointed to in speet public buildings, report the court house in good repair, except the hall on first iloor, and sour’ leaks in roof. Wo recommend that these be repaired at once. We find some leaks in tbe roof of jail that should he repaired. We also re commend that the entrance between the cook room and jailer's house, ' and yard around the well, l*eeemen-J ted ten feet wide to opposite corner j of cook room. KOAOS AND I’.KIDOKS. We find the graded roads gener ally in good conditions. We desire to call attention of Chairman of Hoads and Revenues to the follow ing bridges: Johnson’s bridge, on Sandy creek; bridge on Beaver Dam ereCK, east of Joi.u Dowdy's; McKl hanon’s bridge; Jackson's bridge, on Beach creek. We especially recommend that the bridge at Hur riean Shoals be re-covered, and the 'lattice work mi the north side of ; [’otter’s bridge be .covered as the south .-idat once. We find that there is a great dead of complaint in reh re nee to \\uter gathering and I standing above the till at the bridge near White spring church. We re commend that same be drained if possible. We, the committee appointed to inspect the convict camp, find as follows: Twenty-five prisoners, 20 felony and five misdemeanor, seven white men, and 18 eorored; 15 sin gle hunks, eight double hunks; 118 double blankets; 52single blankets; 15 mules, eight in the earelle, seven on the works; ldshoats, 10 pigs, two rolls of fencing wire, 1000 Mounds of barbwire, two pair scai'-s, Hie cook stove, three heaters, 12 M, uterus, two lamps, two shot guns, Mie pistol, two tables, one set of dishes, one safe, cooking utensils, two wash-pits, four jars, seven guard bunks, 42 double blankets (for guards,) four loads shucks, one set blacksmith tools, one grind stone, 200 feet drill steel, 25 axes, 84 picks, 88 shovels, 14 mattox, four road plows, four dumps, four two-horse wagons, one dinner wagon, eight set double har ness, one set of single harness, two road machines, three wheelers, one rock crusher, one road packer, one traction engine, three tents, 12 drill hammers, two clocks, two dogs; two sick men, one one white and one colored. Also, one water tank. We find the camp in good sanitary condition. We also find the mules in good con dition. H ECOM M ENI * ATK 'S. We recommend that the sheriff he allowed forty cents per day to feed prisoners, instead of thirty-live as heretofore. We recommend that the clerk of our present grand jury he paid S2 per day for Ins services. We wish to call attention to the fact that the recommendations of former grand juries, in reference to mile posts and signboards, have not been complied with. To the Grand Jury, August Term, 190s: An act of the legislature re quires the board of commissioners of roads and revenues, through their chairman, to submit to the grand jury at each term of the superior court a statement in writing of all matters relating to the financial con dition of the county, its roads, .bridges, public buildings, and pau pers. with such suggestions as they shall deem best and proper. In obedience to this law, 1 make the following statements: Finances —As to the amount of cash in the treasury. 1 refer you to the report of Geo. W. Bailey, conn-, ty treasurer, which will be before your body. Public Roads —The public roads i of tho county are, generally speak ing, in good condition. In some sections (if the county the recent heavy rains washed them badly. These washes are being repaired as rapidly as possible. Tho summer working liegan last week. Paupers —The paupers of the county, that is those at the pauper farm, are well eared for. The board has found it necessary to pay out of the pauper fund a small amount each month to three old ladies who are bed-ridden and not in such con dition physically to he moved to the pauper farm. Public Buildings —The jail, jail er’s residence, court house and the houses at the pauper farm are in good repair. Public Bridges —Three of the lat tice bridges need re-covering, towit: Hurrican Shoals bridge, Price’s, and the Thompson Mill bridge. I am now negotiating for good shin gles to do the work. The bridge at Jackson s gin, below Winder, needs rebuilding. I now have the lumber on the ground to do the work. Wood’s bridge needs some repairs. I now have the material at the bridge to do the work. A small bringe across the branch near the home of Mr. J. G. Justice needs repairs. This will be attended to at once. The Ah Shockly bridge needs some braces. The lumber is at the place. The P. J. Roberts bridge needs a little repairs. This will lie attended to at once. The small bridge near the residence of Mrs. Mary Wood need s some work on the abutments. The lumber is at the place, and the work will be done at once. The Hancock bridge needs repainting. The paint is on hand, and the work will be done soon. I now have on hand about fifty thousand feet of bridge lumber, nearly enough to do the repair work for the balance of the year. It will afford me great pleasure to give your jury any information con cerning county matters. It affords me pleasure to state to your jury that our county is in a prosperous condition. The tax valufs of the county have increased nearly two million dollars in the last four years. The tax digest now foots up a little over five.million dollars. Financial statement of F. 1..
