GRAND JURY PRESENTMENTS
August Term, 1909, of
Jackson Superior
Court.
\\Y, ill- (inii><l Jury, chosen mul
-worn for the August term, 1909,
having tlirougli proper committees,
examined the hooks of the various
officers of the county, submit the
following reports ami r< oomnieuda
tions:
\\Y fiiid the Ordinary's hooks
and records very neatly and cor
rectly kept, so far as we are able to
ascertain.
NY find the 1 looks and records
of the Clerk of the City Court neatly
and cornctlv kept, so tar as we are
a hie to ascertain.
We lind the Treasurer's hooks to
h 1 neatly and correctly kept, and
find vouchers for all money paid
out, and cash on hand to balance.
We find the hooks of the County
Commissioners of Roads and Reve
nues correct, and to correspond
with the vouchers,as far as we were
able to lind.
We find the Kooks of the Sherifl *
office well and correctly kept.
\\'e have examined the hooks 4 of
the Tax Collector, and find them
neatly and correctly kept. kind
vouchers for all money paid out.
\\V make special mention of the
way he has arranged his l>ooks —
that any one can with ease and dis
patch find anything they wish to
know .about the taxes of Jackson
county; also, tax defaulters.
We find at the Pauper Farm, 7
inmates —f females and <> males;
all well pleased and having a good
word for the superintendent and
his wife, and they ask that Mr.
Davison Is- retained in charge.
We have examined the tax re
turns of the county for the year
11109, and find that a large per cent
of the property is returned under
its value. We have assessed a good
per cent of the property, and have
noted our assessment-son the digests
for 1901*.
We find the Ijooks of the J. P’s
and N. I*’ and Ex-Officio J. P’s
very well kept.
We recommend that our clerk,
Mr. P. W. QuattleUium, be paid $3
per day.
In order that the County Com
missioners may have all the public
r<*ads of the county registered and
classified at once, we recommend
that sections 517, 518 and 119, of
Yol. J, of the Code of 1895, become
operative* in this county.
We recommen l that the full
amount of money paid in by the
hands of any road he placed back
on the same road by hiring hands
and putting the roads in first-class
shape, said money not to he used
for any othei purpose, according to
la w.
We recommend that the Judge of
the Superior Court employ a non
resident expert accountant to cx
amine the county records, and
make a report on same once each
year.
We recommend that all misde
meanor eases in' transferred to the
(‘it v Court.
Wo recommend that the Oom
luiessoners purchase the .‘>o or 10
acres of land, and add same to the
Pauper Farm, and carry out their
plans.
We recommend that the Com
missioners have road sign hoards
put up at every fork and cross pub
lic roads in the county; and a re
ward of s”> Ik* offerd for any person
found guilty of defacing or tearing
down any of said signs.
We find the jail and court house
in reasonably good repair.
We recommend th it the roof over
the dining room of the jiif, and
roof over the jail room, he repaired.
We ill-) recommend that anew
well sh( iter Ik built over the well
in front jail yard.
We further recommend that iron
shutters he placed over the windows
of the three court house vaults, and
that the main court room he better
ventilated.
NY also recommend that the court
yard he cleaned off.
We notice that the closet- have
been abused, and recommend that
the Chairman of the Board enforce
rules for the protection of same.
We note that certain corporations
in the county have not complied
with the registration laws. We re
commend that the proper officers
bring this matter to their attention,
reporting any failure to the next
grand jury for prosecution.
We find that 11. H. Hancock
and Rufus Massey, District Road
Commsisioners, have failed to re
port to the Chairman of Commis
sioners. NY reecommed that these
reports he filled at once.
We recommend that the law, as
recorded in Section bIN, of the
Code, in regard to obstructing roads
and side ditches of any public roads
of Jackson county, shall he enforced

and bailiffs be paid 82 per diem for
the next twelve months.
In extending to Judge Brand the
usual thanks for his courtesies shown
olir body, we wish to say that so
far as we know and have heard, lie
has discharged the duties of his
j office fairly, impartially, and with
j dispatch, and to the satisfaction of
the people, and we do not believe
there is any disposition on ttieir
part not to allow him a second
term.
We dtsire to express om regards
of our able Solicitor General,Clifford
Walker, for the fearless and efficient
manner in which lie discharges the
duties of his office.
We wish to express our thanks to
our worthy foreman for the fearless
and impartial manner in which he
discharged his duties as foreman of
this body
We wish to thank our clerk, Mr.
P. W. Quattlebaum, for the faithful
and correct manner in which he
discharged his duties to this lnnly.
We also desire to thank Mr. R.
W. Holliday, our efficient bailiff,
for the faithful discharge of his
duties to this body.
We also tender our thanks to the
janitor. Mr. J. A. Wood, for the
neat manner in which he has kept
the jury room, and for his faithful
waiting on the jury, furnishing ice
water, etc-
We recommend that these present
ments and reports of officers be pub
lished in each of the county papers,
and that they In* paid SIR each for
same.
