FAIR EQUALIZING OF TAXES
STATE COMMISSIONER ASKS
Atlanta, (fa., dune 4.—Board of
Tax Assessors Barrow county, Ga.
Dear Sirs:—
Fpr the next few days you will
be called upon to discharge the
nest important duty you or any
other citizen can he called upon to
perform—that of so equalizing the
returns of t lie taxpayers in your
county as that they will each he
called upon to bear the same per
centage of the burden of taxes to
be paid by them to the State and
county for the year 1920.
T he law makes it the duty of the
State Tax Commissioner, and lie is
sworn to impartially discharge
that duty, to equalize between the
several counties of the State, treat
iiig each county as a separate unit
and ii makes ii the sworn duty of
the Local Board of Assessors to
equalize between the several tax
payers of the county. And if this
is not fairly and impartially done
inequality and iujusutiee results
and the individual has but little
redress.
In order that the State Tax Com
missioner might he in position to
properly discharge liis part of
this obligation he sought informa
tion from the most reliable source
at his command in order to deter
mine in advance the amount of in
crease required of the variouus
e°unties to bring them all on area
suitably uniform footing. This in
formation was compiled and the re
quirements as to the counties de
term ineed and furnished to the
tax officials under date of dan. 1,
1920. It now becomes a pari of
your duty, and you are hereby di
rected to so apportion the increase
required of your county to the sev
eral taxpayers thereof, as to do
justice to each of them. A failure
on the part of your county to com
ply with tiiis requirement will
make it necessary for the State
Tax Commissioner to order such a
per rentage of increase as will
bring youru county in line with
the others. Ample opportunity
lias been furnished the citizens
and taxpayers of your county to
bring to my attention any inequal
ity or lack of fairness that might
have been shown by this require
ment. 1 slmld therefore expect a
cheerful compliance on your part
with the requirement as t ! o in
crease in tax values in your coun
ty for the present year. The - per
centage increase required of our
county is f2 per cent, and the ag
gregate amount of the increase is
