Changes Made
In Vo-Tech
Student Loans
New requirements affect
ing vocational-technical stu
dents participating in the
National Direct Student Loan
(NDSL) program have been
announced by HEW’s Office
of Education.
Authorized by the amended
Higher Education Act of 1965,
NDSL is a long-term low
interest loan program for
qualifying vo-tech students
from participating schools.
According to Ray Greeson,
acting director of post
secondary vocational
technical and adult pro
grams for the Georgia
Department of Education,
the U. S. Office of Education
awards grants to eligible
institutions which, in turn,
provide loans for their
students up to $2,500. Loans
are repaid directly to the
vo-tech school, and the
money is then available for
making new loans to other
students.
“For example, the new law
now requires the vo-tech
schools to submit semi
annual default reports to the
U. S. Commissioner of
Education,” said Greeson.
“Furthermore, there is now
a provision for cancellation
of loans if the borrower dies
or becomes permanently and
totally disabled. This provi
sion is retroactive to loans
made after June 22, 1972.”
The regulations also ad
dress “delinquency rate,”
one of the criteria used in the
evaluation of an institution’s
application for NDSL fund
ing, Institutions with delin
quency rates above ten
percent may have their
requests cut unless they can
satisfactorily explain the
higher rate.
“Several provisions are
concerned with loan collec
tion procedures,” added
Greeson. “Unless the vo-tech
school uses its own personnel
to locate borrowers and
collect on delinquent ac
counts, it must use the
services of commercial skip
tracing and collection
agencies. If appropriate, the
vo-tech school may resort to
litigation in its collection
efforts.”
In addition, the new
regulations describe more
precisely the types of col
lection costs that may be
charged directly to the NDSL
fund.
For the first time, the
state’s vo-tech schools par
ticipating in the program will
be required to have their loan
funds audited at least once
every two years. The audit
reports must be submitted to
the appropriate HEW Re
gional Office. Prior regula
tions required that audits be
performed only with “rea
sonable frequency.”
Greeson empahsized that
while all the state’s vo-tech
schools are eligible for the
NDSL program, not all the
schools participate in it. He
urged prospective student
interested in NDSL to check
with the student personnel
services office at their local
vo-tech school for additional
information.
