Area Planning Commission
Offers Variety of Services
The Mclntosh Trail APDC
has been actively aiding local
governments and organiza
tions with needed informa
tion for several years. Many
citizens are not aware of its
vital function in the com
munity.
Wh."
E.L. Houghtaling, execu
tive director of the Mclntosh
Trail APDC offered the
following information on the'
organization’s functions and
make up.
The Mclntosh Trail Area
Planning and Development
Commission was created in
1969 by elected officials and
interested citizens who
realized that through inter
governmental cooperation
many of the area’s problems
could be handled more
effectively and efficiently.
Its 24-member Board of
Directors is composed of
representation from Butts,
Fayette, Henry, Lamar,
Newton, Pike, Spalding and
Upson Counties.
These Board Members,
appointed by local govern
ments, make all policy
decisions, provide input from
their local communities,
provide guidance to the
professional staff, and co
ordinate local and regional
projects.
Through this voluntary
association, each member
government is assured of
having a professional staff at
its disposal which very few
could assemble individually.
The staff has a diversity of
educational backgrounds and
professional experience that
makes it possible for Mcln
tosh Trail APDC to provide
planning and technical
assistance in the areas of
regional and local planning,
criminal justice planning,
public administration, com
munity development and
aging planning.
Examples of planning and
technical assistance on the
areawide level include popu
lation and economic
analysis, long-range solid
waste management, and
water and sewer plans.
• Locally, comprehensive
development plans have been
formulated for individual
communities. Zoning and
subdivision regulations have
been tailored to the needs of
individual cities and coun
ties. Monitoring service goes
on constantly in order to
provide local governments
with information concerning
new resources and admini
strative rules and regula
tions affecting federal and
state resources already
being used.
The Mclntosh Trail APDC
Criminal Justice Planning
Program works closely with
law enforcement agencies
and rehabilitation programs
in its eight-county area to
improve the quality of
criminal justice administra
tion. The program enables
communities to utilize fed
eral, state, and local re
sources in an effort to reduce
crime.
Community development
involves the transformation
of planning and technical
assistance efforts into spe
cific projects and programs.
Using the goals and object
ives for future development
stated in areawide and local
planning efforts, local of
ficials can be directed to the
federal and state resources
needed to aid in implementa
tion.
A planning effort is
presently in progress in the
field of the aging which has
as its goal the planning and
development of a system of
community-based services
which will enable older
persons to remain in their
own homes, as long as

Every C&S checking customer gets a Key to the only Instant Bankers in town.
Use them weekdays, weeknights, weekends, holidays, anytime, all the time.
What? You still don’t bank at C&S? Well, you should. Then the next
time you’re caught without cash, you’ll have an out. Just come down and I
