Woodrow Wilson Allows the Names of Four
Men Who Have Been Definitely
Chosen to Become Known
Washington, February 25. —It
was stated positively tonight in
high congressional quarters closely
identified with the incoming ail
ministration of President Wilson,
that the following cabinet appoint
ments had been determined upon
definitely:
Secretary of state, william J.
Bryan, of Nebraska.
Secretary of the treasury, william
G. McAdoo, of New York.
Postmaster general, Albert S.
Burleson, of Texas.
Secretary of the navy, Josephus
Daniels, of North Carolina.
BEYOND STATE OE CONJECTURE
The foregoing names and posi

ture of gossip and become finalities
in the forthcoming cabinet list.
Other places in the cabinet are said

Wants Jail Sentence
For Baiting Fields
Mercer Says Doves Are Being
Slaughtered by Thousands,
Punishment Should be
Severe.
Atlanta, 26. —Fields are being
baited all over south Georgia and
doves are being slaughtered by the
thousands, contrary to the state
game law.
Warden Mercer expects to take
vigorous action in the prosecution
of those engaged in this ruthless
slaughter. He has just returned
from a trip to the southern part of
the state where he secured informa
tion concerning the baiting of fields
and kiliing of doves in vast num-
Ibers.
Additional information is coming
to him from many places, and
there seems to be a widespread
spirit of defiance to the law or in
tent to kill all the doves possible
regardless of the game law. War
den Mercer is sending out letters to
every warden in the state to be on
strict guard about this dove baiting,
to report all cases and to secure in
foifnation for prosecutions. The
act provides for fines of $lO ro SIOO
or jail sentences of thirty days.
“Some men do not mind the
fines at all.” said Warden Mercer
today, “and I think if some jail

The name of Representative A.
Mitchell Palmer, of Pennsylvania,
which has been prominently men
tioned in connection with the attor
ney generalship, now is definitely
eliminated. It appears that a cabi
net position was tendered to Mr.
Palmer and declined, the expecta
tion being that be would remain in
the 1 louse of representatives to be
in a sense the personal representa
tive of Mr. Wilson on the important
legislation about to be formulated.
This plan was carried into partial
execution late today when the an
nouncement of Representative Bur
leson that he would resign the posi
tion of chairman of the democratic
house caucus at an early date was
coupled with the announcement by
bouse leaders that Mr. Palmer
would succeed as chairman of the
caucus.
sentences were meted out, it would
do a great deal of good. Up to the
present I have had little trouble re
garding infractions of the law this
season, but this dove baiting and
slaughter is serious, and I shall
leave nothing undone to stop it and
punish the guilty, matters not
how prominent they may be.”
The game law in respect to this
matter reads:
“It shall be unlawful at any time
of the year to scatter upon the
lands of any person, whether it be
the owner of the land or not, for
the purpose of drawing to the lands
where such bait is scattered or plac
ed, game birds or doves, for the
purpose of she t'ng or allowing to
be shot at, or killing such game
birds or doves at or near such lands
so baited, and it shall be unlawful
for any person to shoot at or kill
any doves or other game birds, at.
upon, over or near any land baited
or baited field or land.” Infractions
provide for punishment as for a
misdemeanor as prescribed by code
section 1065.”

Mexico City, February 25. —Em-

president, has been shot and killed
near Monterey according to reliable
information received here.
With an escort of 35 men Madero
it is said was attempting to join the
rebels lidding Neuvc Laredo when
lie was overtaken by troops sent by

indicate whether Madero was killed
in action or was executed.
The shooting took place between

As the rebel leader in the Laredo

Timely Letter
From Mr. Deese
Feb. 24. 1913
To the Honorable Rail Road Com
mission of Georgia.
Atlanta, Georgia
Gebtlefhen;
In the summer of 1911, while a
member of the General Assembly,
axdpffining Southward on the same
Tnui: with two members of the com
mission, Judge Hillyer and Mr.
Perry, who were then en route to
j Ainslie and Magnolia., 1 undertook
the unpleasant doty of personally
pointing out to them the miserably
uncleanly conditions of the toilet
rooms in the passenger station of
the Southern Railway at Macon,
when it was agreed that 1 had un
derstated the wretched facts, I was
assured that something would be
done in the way of better conditions
I was informed but two months
ago fhat all these accomodations
were as bad as they were when
pointed out by me
At the same time I stated to these
gentlemen that the City of Cochran
a junction and a meeting place for
many trains had no lavatory or toi
let accomodations whatever for
passengers
This in a civilizer! land is nothing
less than shameful.
NUMBER 30
of the late president became known
early tonight. Ernesto Madero had
attemped to induce the troops to
join in a new revolt and orders had
been issued for his arrest. The Ma
deros reached Vera Cruz and went
on board the Cuban gunboat.
There has been much unofficial
speculation as to what the attitude
of the foreign governments will be
concerning the killing of Madero and
Suarez but diplomats are inclined to
believe their governments will ac
cept for the present at any rate the
official version especially since it
appears impossible to estabish
counter facts.
American Ambassador Wilson cal
led on President Heurta this after’
noon and at the palace it was unoffi
cially stated that he paesented rep
resentations from Washington fora
more detailed and circumstantial
account of the deaths of the former
president and former vice president.
The commission charged with the
investigation has taken considerable
testimony but has made none of it
public.
I was assured that, if I would take
this matter up with the Cochran
City Council and board of trade
and get them to take official cogni
zance of the matter, something
would he done, especially as the
station at Cochran is easily accessi
ble to the municipal water supply.
This was done and these organi
zations acted.
Now I know that you gentlemen
of the commision are very much
overworked and often with rather
trivial matters, but this is a matter
of moment to all of our traveliug
public, and I call your attention to
this matter again, not in any spirit
of caviling but because it would be
nothing less than inhuman to allow
it longer to obtain without some ef
fort to remedy the evil.
I mention it now especially be
cause I was assured that even if the
station was accessible to a water
tank it should lie perfectly reason
able to require it to install a lavatory
The Southern Railway now has a
iarge construction gang at work on
the track at Cochran and they have
just put in a large water tank with
in 100 yards of the station, making
it a stop for still more trains.
Are we asking too much to have
one of your body come to Cochran
NOW? NOW’ while the work is in
progress and order the absolutely
needful improvement?
Gentlemen, will you come?
Very truly yours, ; H:
J. T. Deese „
