Letter in Favor of Bonds
The story of the fierce struggle
lietween the good people on both
sides of the Ocrnulgee during the
past two years, for or against the
creation of a new county, is still
fresh in our memory. The victory
came —Bleckleyites won the day.
The citizens then elected their* of
ficers and organized the new coun
ty. What is the situation now? It
is simply this: We tost, everything,
the money in the treasury, the
Court House, the Jail and the
ehaingang iw the old county'of Pu
laski, and the new county must
start out a new, brave, intrepid and
keep on going until facing a suc
cessful and a glorious future.
The vital question that is con
fronting us just now is money.
for what? Money by which
we can build a comfortable court
house, a safe and eomodious jail,
and provide means for the upkeep
of public roads. The intelligent
citizens of Bleckley County must
solve this problem. Must do it
now.
There are several ways by which
we can ra'se the necessary amount.
1. All tax payers go down in the r
jeans and raise the $65,000 at once.
That we cannot do, because it will
deplete the county out of its availa
ble cash, and cripple up business of
any description. That means a
heavy burden on the people.
2. Home noble hearted philan
thropist may donate us the required
sum. But we have seen or heard
of no such magnanimous persons in
this neck of the woods. On the
other hand should a man volunteer
to build our court house and jail
for us free gratis, we must resent
the offer as an insult. We must do
our works ourselves, and bear our
own burdens.
3. The Grand Jury recommended

which can be easily borne without

he county means encouraging

the county does not mean bondage
or servitude of the people. It is a
simple business proposition. It is
borrowing money. You borrow
money from the banks on short
time to run your business or farm.

calamity, then your presiding judge
and the Sheriff can levy the #65,-

same by force. They have the

do then, or what can you do? You
will be perfectly helpless. In that

stand that? Furthermore, very high
taxation is not inviting to neither
new comers nor investors. It will
drive the people away and depopu
late your county.
Let u.i lie loyal, patro
tic citizens, our county,
endeavoring to make Bleckley
County the richest and the best in
the State. Let us on the day of
the election march to the polls like
brave soldiers and cast our votes in
favor of Bonds; and let an era of
prosperity dawn upon us. Hurrah
for Bleckley County.

Trial of Hester
Jackson, Col.
Hester Jackson, a little negro girl
about fourteen years old, charged
with the murder of a young negro
woman named Lela Thomas, had
her commitment trial before Judge
Powell, Holiday morning and was
discharged. The state w r as repre
sented by Col. Wilkinson and the
defendant by Col. A. C. Saffold.
The difficulty occurred on the
place of W. S. Coley about one
mile and a half from the City.
There had been previous trouble
between the two, and it was stated
that the deceased whipped the
younger girl on Friday before she
(the younger girl) killed her. Sat
urday morning a dispute occurred
between the two at the fence in
fro*>t of where Hester Jacks* n
lived. It seems that Hester was
inside of the yard, and Lela just
outside. Lela attempted to climb
the fence and Hester thinking she
was after up a small
iron rod and hurled it at Tier and it
stuck.in her head. She died in a
short while afterwards. It is
thought by some that the force of
the fall from the high fence broke
her neck, and this caused her death
instead of the wound made by tl e
iron rod which was a very small
one.

meet at the opera house Friday at 3:00
p. m., to formulate plans to carry the bond
election.
Every interested citizen from every
Militia District in Bleckley county is urgent
ly requested to come and take part in this
meeting.

Free discussion of public affaiis
is democratic and essential to al
leviate error and reach right con
clusions. We need never fear the
judgement of the people when they
have had time to consider and dis
cuss their affairs.
The question of a bond issue for
$65,000 for Court House and Jail
and Road Improvement for our
county has been advertised and
freely discussed the past four weeks
and on Saturday May 3rd, we will
have the privilege of casting our
ballot to decide this question.
If we issue 5 per cent 30 year
bonds it would require about
mills to pay interest and sinking
funds to redeem them. At our
present estimated taxable values of
two million dollars, with elegant
modern public buildings and good
roads I am sure we could confident
ly expect an annual increase of tax
values from to million dol
lars, and there would be a corres
ponding decrease in the rate to
meet the interest and the sinking
fund requirements.
I would advocate a five year re
demption clause in the bonds,
which means after five years we
would have the privilege of calling
in as many bonds as we had money
to redeem and every bond we re
deemed and cancelled would thus
decrease the amount of interest and
sinking fund to be raised annually.
With the natural increase of pop
ulation and values the tax rate
would be so small no one would
ever feel it. The Georgia laws do
not allow sinking funds to be loan
ed to individuals or corporation.
But make it obligatory to invest
such moneys in municipal, state or
federal bonds, which is not practic
able when we have only a few
thousand dollars at a time unless
.we pay a premium.
If we reject bonds and build by
direct taxation it would require
#32.50 on the thousand to raise the
$65,000 alone, add to this the state
and county tax, which would be at
least 12 or 15 dollars and we have
a total tax rate of 45 to 50 dollars
on the thousand. This would in
deed be a grevious burden and in
the present financial condition of
our people, would mean bankruptcy
to many.
Does the present emergency de
mand such a sacrifice? Is it right
and just that the present citizenship
should pay at once for public build
ings that ought to be used and
owned by the public for all time?
Is it not more equitable that the
present citizens take the initiative
in laying a broad foundation which
will guarantee enterprise, develope
ment and progress to attract to our

county a strong and sturdy man
hood to help us to make the desert
and waste places blossom and bloom
as the rose.
The citizen of today should bear
his part of the burden, but should
he go hence or remove to another
county let his successor take up his
part of the burden, so lightly laid,
that it will not be irksome.
There is no influence tLat will
cause home seekers to avoid a
county like excessive taxation. It
is a mistake to think of a bond
issue as a private debt on our child
ren. It is a county or public debt,
and enhances the inviroments of
our children, should they remain
permanently in oui county.
In reply to the oft repeated as
sertion that Cochran promised to
give twenty thousand dollars, was
conditioned on necessity. A few of
us in a public meeting expressed
ourselves as believing that the City
of Cochran would give the amount
if necessary.
Cochran put up the money and
made the fight before the legisla
ture which secured the new county.
Cochran’s tax values will increase
more rapidly that than the county,
and in that was we will pay our
share of the bonds. Therefore be
generous and allow us the privelege
of meeting our obligations slowly.
Cochran has erected during this
year a splendid modern up-to-date
school building, at a cost of twenty
thousand dollars. Has established
an accredited, graded school. Her
doors are wide open to any white
child in the county. Send in your
children. Educate and fit them
for life’s duties and obligations.
I want to say in conclusion that
I am very proud of our new coun
ty. lam in love with its citizens.
I believe we have the best small
county in the state. We have
more good land and less waste land
than many larger counties. I be
lieve every acre in cultivation in
Bleckley County can be made to
produce a bale of cotton, if modern
methods were adopted.
Lets all pull together and make
it the banner county of South
