Why is it the United States
government doesn’t pay the legit
imate claims against it promptly
te'OD&of the things it is impos
sible to explain satisfactorily.
It is safe to say there are mil
lions of dollars in claims that
have been adjusted, and are not
paid simply because there has
ueen no money appropriated foi
iheir payment.
Having plenty of money ana
proud of ns credit il would be
naturally supposed that the gov

promptly. As a matter of lac,

claimants who were young wnc.
they presented their claims to

There is only one kind of a
claim that is paid promptly, am.
that is a pension ciaim. Tin
pensioners have votes influ
encc. That accounts for tht
promptness with which theii
claims are adjusted and paid.
„ A number of claims that art
at present attracting atten.tioi
are those that grew out of tin
troubles on the island of Samoa
•during the time the question o
the succession was in doubt, It
will be recalled that the Englisl
and Americans destroyed a num
her of houses and other properl;
at Apia by means of a bombaid
ment which they conducted.
I hat was a good many years ago.
The property was owned maiulj
by Germans. There were com
ventions respecting the claims
but no settlement was reache<
until iving Oscar of Sweden was

isn’t paid yet, and it is doubtfu.
when it will be paid.
The same dilatoriness in res
pect to claims is noticeable ii,
the Legislatures of the different
states. U hile there is no lack
of effort to get what is due the
state there i > the most annoying
d lay on the part of the state to
pay claims against it. In view
of the fact that the claims will
eventually be paid the govern
ment should set the example of
paying its bills promptly.—Sa
