jl First—This petition states that
EDouglas “is very much in need of
fan ex pres- office.” This we will
grunt, without a question.
| Second—“ The Southern Express
is anxious and willing
to esteblish an office here, but the
Company informs us that they can
make no satisfactory arrange
ments with your Company to carry
express.”
Now the truth of this is, that the
Southern Express Company have
never sought to make any arrange
meats with the TV. A. L., but have
rather tried to evade any arrange
ments. Yet the W. 2\. L. has on
one or t wo occasions, endeavored to
get a satisfactory agreement with
the Southern Express Company by
which they would extend their ser
vice over this line.
We have never been able to get
anything like a fair contract, and
of course could not allow any Com
pany or person to use the iine for
express service withouGa fair com
pensation for such use. The peti
tion states further that we “un
practically keeping the express
company away,” whereas the truth
of the matter is that we have en
deavored to bring them tq Douglas.
Third—The petition states tlud
“when an article is expressed to
Douglas, prepaid, an extra charge
is made by your company, thus
making two charges.” This was,
I suppose, merely an oversight on
the part of the person who dictated
the petition, as we are only allowed
our regular freight tariff and if the
article was fully prepaid to destina
tion we could not assess another
charge. He probably intended to
say that whejWgn jirtjcle was ex
pressed prepaid to Wayeross we
assess a charge for carrying it to
Douglas, which he must admit i
perfectly proper and just. Now in
regard to what is said in this peti
tion in reference to our standing in
;n the way of any enterprise needed

will bear out this assertion. And
it certainly- is not our intention or
desire to stand in the way of any

foiled to secure any more satisfac

long before we will lie in a position
