character of some of the goods seized,
but not finally foodstuffs deciding broadly

“That tho answer is highly satisfac¬
tory; that it is broad and liberal in
terms. The position assumed by the
British government is that foodstuffs
iu transit to A-’hostile destination can
be regarded as contraband of war only
when they are supplies for the enemy’s
forces. It is not sufficient they are
capable of being used for .the benefit
of the enemy; it must be shown that
they are so ju fact through their desti¬
nation at the time of the seizure.

claim that any of the. American goods
on the German bark Maria and the
British bark Mashona were contra¬
band of war. The British government
is investigating the fact in connection
with the goods seized on the third ves¬

says: Governor Taylor, through his
attorney,'filed with the contest com¬
mittee a motiou to require the Demo¬
cratic members now serving on the
contest committee to vacate. The
motiou was in the nature of a protest.
It is supported hy au affidavit charg¬
ing that tho names were fraudulently
drawn by the clerk, aud the Demo¬
cratic members now serving are all
disqualified by reason of partiality for
the contestant, alleged evidence of
which is mentioned specifically as to
