The Kaiser's Evening at Home.
The Kaieer William la very fond of
hearing hooka read aloud in his draw
ing room at home after dinner, when
he has a quiet evening. While one of
the gentlemen or ladles in waiting
reada, his majesty sits at a table and
sketches or draws designs. Sometimes
the kaiserin takes up the book herself.
Several of the himperor’s sketches have
been sold in Berlin and elsewhere at
charity basaars. The kaserln’s health
has much Improved lately. Her
majesty is able to drive out of doors
and to entertain her guests. Those
who have seen her and spoken with
her during the last fortnight found
her looking well and In good spirits.

MACLAY’S KEfI INEFFECTIVE.
President Roosevelt Orders His In
stant Dismissal and “Incident” Is
Thought to Be Closed.
A Washington special says; Secre
tary Long has discharged Edgar Stan
ton Maclay from his position as skilled
laborer in the Brooklyn navy yard,
Mr. Maclay having refused to resign
when requested to do so.
Mr. Maclay is author of a naval his
tory, and .in; its last volume sharply
criticised Admiral Schley ana denounc
ed him as a caitiff, poltroon and cow
ard.
Secretary Long's action was taken
by direction of the president, and fol
lowed a conference between the presi
dent and the secretary, who took to
the white house with him a letter
from Maclay In response to the re
quest for his resignation sent by the
Secretary last Saturday. In this let
ter Maclay submitted that ho could
not be removed or be compelled to re
sign without definite charges being
made against him, and without having
an opportunity to answer these
charges. Although the civil service
rules give employees of the public ser
vice the opportunity of answering
charges that may be preferred against
them, the president exercised his pre
rogatives In the present instance and
directed Maclay’s removal, It being
held that the latter was aware unoffi
cially If not officially of the reasons
which actuated the executive in taking
the course determined upon.
Secretary Long said the action ta
ken would dispose of the case finally.

No More Reprimands.
Secretary Long said that after all
he might not reprimand the retired
naval officers who have been making
comments on the verdict of the Schley
court. The matter was discussed at
the cabinet meeting Tuesday and Pres
ident Roosevelt took the position that
everything should now be allowed to
drop In connection with the matter.
Secretary Long had prepared letters to
the offending officers, but It is doubtful
If these will be sent. They were couch
ed in much the same terms as that to
Miles, and asked that they explain
their actions. Several of the presi
dent’s political advisers have been
talking very plainly to him regarding
the political aspect of the controversy,
and he Is convinced that his political
future will be endangered If he per
mits any more fuel to be added to the
fire.

Treasurer Park Turns Loose Checks
for Total of $200,000.
State Treasurer R. E. Park, of Geor
gia, has sent out five checks for a to
tal of $200,000 to pay the temporary
loan negotiated by Governor Candler
last summer in order to pay the sala
ries due the school teachers, after the
supreme court decided the public prop
erty fund could not be temporarily
used for the purpose.
The money was borrowed at 2 per
cent from five Georgia banks as fol
lows: Southern Bank of Savannah,
$60,000; Citizens’ bank of Savannah,
$25,000; Neal Loan and Banking Com
pany, of Atlanta, $76,000; Atlanta Na
tional bank, $25,000, and the Fourth
National bank, of Atlanta, $25,000. The
Interest for six months, the period of
the loan, was deducted at the time the
money was secured, so that the state
received only $198,000.
Should the supreme court decide
that the public property fund can be
used to pay Interest on the bonded
debt. It will hardly be necessary to ne
gotiate such a loan next year, 1*111 oth
erwise the money would have to be
borrowed again, and the legislature
before adjournment passed a resplu-
