Agreement Under Which Dan'sh
West India Islands are Ctded
to Uncle Sam.
A Washington special saya: The
treaty between the United States and
Denmark for the cession of the Danish
West Indian Islands, St. Thomas, St.
John and St. Croix, which was nego
tiated recently between Secretary Hay
and Minister Brun, provides In article
1 for the cession of the Islands and ap
purtenances In full sovereignty entire
and unencumbered with all the domin
ion, rights of powers which Denmark
now possesses, exercises, asserts and
claims therein except the financial
claims now hold by Denmark against
the colonial treasuries of the islands,
which are extinguished. The United
States assumes the obligations of the
Danish government toward the St.
Thomas Floating Dock Company and
the West India and Panama Telegraph
Company.
Article 2 conveys to the United
States the absolute fee and ownership
of all public, government or crown
lands, public buildings, ports, harbors,
fortifications, barracks and all other
public property of every kind and de
scription belonging to the government
of Denmark except arms and military
stores. These may, however, be bought
by the United States. It is agreed that
the congregations belonging to the
Danish national church shall remain in
possession of the churches and par
sonages.
Government archives become the
property of the United States.
Article 3 provides that Danish sub
jects residing In the Island may re
main therein or not at will, retaining
in either event all their rights of prop
erty, including the right to sell or dis
pose of such property or Its proceeds,
and in case they remain In the ces
sions they shall enjoy all the private,
municipal rights and liberties secured
by them by the laws now In force.
Thoso who remain in the Islands may
preserve their allegiance to the crown
of Denmark by making within two
years a declaration of their decision
to preserve such allegiance, in default
ot which they shall be held to have
renounced It.
The civil rights and the political
status of the inhabitants of the island
shall be determined by congress, sub
ject to the regulations contained in
the present law. It alBO provides for
formal delivery of ownership imme^
cl lately after payment of price of cefiv
slon and for the withdrawal of Danish
troops.
Article 5 Axes the sum to be paid
Denmark at |S,00.000 In gold coin.
Article 6 provides for the reference
of differences arising under the treaty
to the court of arbitration at The
Hague .
Article 7 provides for the exchange
of ratifications at Washington within
six months after date. The date is
January 24, 1902.
