The report of the agricultural de, partment at Washington, indicating tltat the cotton crop of 1801 is half a million bales less titan the crop of 1890, may check the proposed re duction of acreage, and induce many farmers to increase their acreage. It is to be hoped not. Our farm- era have felt the evils of overproduc tion, and tho uncertain prospect of a temporary profit should not encour age them to stick to all cotton crop- l'ing. The fact that the present crop is shorter than the previous one docs not promise .much of an increase in prico, if any. ^Evcry farmer should plan and act for the future. It appears that ottr last legislature passed a law auiltoming the. grand juries of Georgia, in their respective counties, in their discretion, to rec ommend the tiuing of all property at the rate of two dollars on (he thousand, to he held-as. a road fund, this fund to have a man to receive and dispose of it. Another fat place for a starving dude! This is sup posed to be some of the wants of tho recent road congress in Atlanta. The new road law for each., county after recommendation of tlio grand juries, and tills tax claim seems to lie the only objectionable feature, as it puts 'old worn out men as well as widows and orphans back on road duty! If.B.TOt, Good Ideas. I cannot avoid the conclusion that we legislate too much. There aro certain natural rights which every’man possesses, arid cer tain obligations which he as a mem ber to suoiety owes to the public. It is clearly within the province of tho legislature to enact laws for tho protection of the former and the en forcement of the latter. Beyond this in statutes that aro designed to regulate tho conduct of men it is, I behove, unwise to go.’ It is safe to say the wisdom of man lias never yet been sufficient to enable him to devise practicable means for tlio enforcement of strictly moral obligations. So long as tho conduct of man is restrained within limits that admit of no encroachment upon the rights of others it should be loft to -the regu lation of their own consciences and to the control of laws that emanate from a wisdom superior to our own But under snch a definition the field of legitimate legislative action is not restricted within narrow Itoumls.
