The Masses Nat Vrospurous—Increase „f Tax Vatues-Shurt lCxtraets Which Tell. The masses of the people nf tho state are not prosperous. The genera! wealth of the state has increased at a very gratifying rate for tho last twenty- five years. In 1882- the personalty ami realty in Georgia, in round num bers, was worth 8208,619,000; in 1891 $402,685,000; or an increase in tweri ty-fivo years of about $300,000,000 in the personally and realty of the state. If to this more than credits bio development shall be added tho unparalleled increase of our manu factures and railroads, wo shall find tho property of the people of this state now estimated at $445,000,000. This increase in our taxes, if prop erly distributed, would be a most sat isfactory indication of general thrift. Hut an investigation will show that the aggregations of wealth has been in our cities, while many of our ru ral districts have suffered from de pletion anti debt. In 1882 the farm lands of the state were worth $87, 000,000; in 1891, $11(5,000,000; an increase of less than $80,000,000 since 1882, which is less than one- fourth of the increase of the person alty ami realty of the state for the same time. Those conditions have produced great unrest among the people, which has found utterances in political dif ferences and portion! antagonism >m known and unparalleled in tho his tory of tho stale. The general assem bly should do everything possible to adjust these differences and unite the people again in sentiment, in pur pose ami in effort to restore the state to content, pence and prosperity. The perpetuity of the government in tile great scope of its liberty, its civilisation, its growth nnd its law must bo determined by the masses who make its destiny. Tho highest duty of the state, therefore, is to mako citizens who can think and act. for themselves witli an independence of conviction worthy of the respon Bible duties they must discharge. The first duty of the state is to demand absolute obedience to the law. No government, whatever olse it may propose, can long stand whe the law is sut aside by the will of the individual citizen. Whenever the citizen is allowed to defy the law tho stato is in danger ami the people in fear. The -best possible investment for tho people's money is in the educa tion of tho children of the state.' Tho state planned wisely when It estah fished a system of free education, lie ginning with the elements nnd eat ininating in the completeness of university, scholar. A maddened mob is' a menace to our liberties nnd our law. There can be no excuse for its organization, and no toleration for Its crimes. Hats, Kte.. Kte.
