Mitor Ornette:—Tho necessary reenmmendations of two successive grand juries having been secured, an election' on tho question of levy ing a local tax to supplement the state fax for the support of the com mon schools of. the coufity will lie ordered for the first Monday in Jan uary next; and, in order tjiat your renders may bo fully informed in regard to the subject, I herewith en close a copy of the law for pjiblica- lion. The flot'is short, and, I think, fully explains itself, I will add, how ever, that while the law, tf adopted, would authorize tlio Hoard of Edu cation to levy “not exceeding twenty- live cents on the Hundred dollars,” ft it is not their purpose to levy tho full nmomit, but only so much as they think will be required, to pay the teachers in full for tho public term*, and thus make the schools freo in fact as well as in name. Wo now think that not more than half the amount, possibly ten cents on tho hundred dollars, will be required. This amount would not prove bur densome to any ono, but would enn. bio us to greatly improve tlio schools and would certainly prove more sat isfactory than tlio present Inw to nil concerned, as it would place us one step nearer the object toward which we are tvorking, viz.: To place thorough comprehensive common sclinol education within roach of ev ery child in The county, To, secure tiio adoption of tho law two-thirds of tlio registered vote of tlio county must he east tor it; lienee, if our people want it, they must go out ami, vote for it. We think no reasonable objection can bo urged against the measure, but, on the contrary, that it ought to command, anil will eom- umiui, tlio notive support ot evory one who' favors good schools, Thomas K. \VTi,ua!uh. An Aot to provide for Local Taxa. thm by comities for tlio support of common schools, and for other ■purposes. nn-h—Ihrit Vth'itSfod by tlio General Assombly of the Htato of Georgia, T|iat from nnd after the passage of this Act a local tux to supplement the Ntalu tax in support of tile common schools, may lie lev ied nnd collected in any county in this State in which a county school system is already in existence in the following manner, to.wit: Whenever ten successive grand juries of the eouiily shall recommend in their gonornl presentments that a local tax in said county shall ho lev ied to supplement the Statu tax in support of tho common schools of the county, tlio Ordleary of said county slmll ordev an election to he Hold, lifter giving public notice thereof oneo a wools for four weeks, in the paper in which tho Sheriff’s adver- turnouts arc published, and by post ing the notice at the court house door'for nt least four weeks previous to the time fixed for said election. Said election shall tie held under the samo rules and regulations ns those governing the election Of comity ofH eors, ami all qualified voters of the county, and norio others, shall bo al lowed to Vote at the samo. In snid election tile ballots shall have printed or written upon them the words, “For Local Tnxatioti for Pfrhijo Schools,” or “Against Local Taxa tion for Public Schools,” Tho man agers of the election shall cnnshli- dato the votes as now provided in elections for county officers,und' shall then llle the returns with tlio Ordinary who shall declare the result. Section, 2. Be it likewise enacted, That if there shall be in the county an Incorporated town, or towns hav ing a local school system of. its own, sustained by locnj taxation, in addi tion to its quota of funds received from the State, the residents of said incorporated town or. towns shall not vote in tiio election held as aforesaid, nor shall tho taxable plopcrty em- braced within tlio corporate limits of said town or towns be subject to the comity school tax levied as afore said. ' Section 8. Be it likewise enacted. That in determining whether two- thirds of tho qunlilied voters lmvo voted for local taxation for common schools at the election hold us afore said, tiio registration lists last com pleted before tlio election shall bo considered the correct enuifferation of the qualified voters in those coun ties having registration laws, and tlio numHei' of names of citizens appeal ing upon the books of the Tax Gob lector ns Imvilig paid their poll or property tax, tf any, for tho prcec : liing year, slmll lie onnridcred the correct enumeration or the qualified voters in tlioso counties not having registration laws.
