would never come back into politics
unless brought back by tbe white
man.
An educational qualification would
disfranchise 32,000 white voters of
tbe state, of whom 3,500 were Con
federate soldiers. He didn’t believe
any white man wanted to disfran
chise his neighbor for illiteracy.
Democrats in the south should
not put themselves in a position of
inviting a republican congress to
pass forco bills and such adverse
legislation.
The negro was not now a part of
our government, but was fast pass
ing away, as had the Indian. Al-
though he is ontitled to our kind
ness and consideration, on the white
man depended the hope of the poo-
lie, the hope of civilization and tbe
mpe of the world.
Mr. Estill did not believe in sep
arating tbe eohool funds. These arq
now under white control, and he
was informed that the negroes got
even leBS than the proportion they
paid in. And tho moment the re
port went north that we had cut the
negro off from part of the public
Bcbool fund, tbis epuntry would be
flooded with northern money to ed-
cate them, and wo would have an
influx of Yankee echools and Yankee
school inarms who would eduoate
the negro In a way we did not want
him educated. Liberal northern
contributions to negro education
bad proven themselves worthless ex
cept as fomenters of strife. The col
leges were now spoiling too many
good blacksmiths to make poor law
yers.
Mr. Estill favored railroad rate
regulation. This be thought could
best be secured through tbe state
railroad commission, composed of
fair and impartial men. Give tbe
commission more power. We want
more raihroads. Treat tbe railroads
fairly and make them treat tbe peo
ple fairly.
Could not say whether tbe roads
were making more money than they
were entitled to or not; the price at
wbicb tbe stocks of many of them
were selling would indicate that
they were not. A system in which
he was a director once bought a
braneb line, one of the lines uow
passing through Tilton. For years
and years, on the annual meeting of
the directors, it was a matter of anx
iety to know if this line bad earned
enough money to pay tbe 4 percent,
interest on its first mortgage bonds,
else it would have to be paid out of
something else It never paid a
dividend on the stock. One of tbe
greatest in the south, for tbe thir
teen and a half years during whieh
he was on its board of directors,
never paid a dividend, but spent
every cent earned for new equip
ment, new lines and improvements.
\Y bat Georgia needed was not so
much freight rate reduction, from
which the people got little if any
benefit, but better serviee, better
connections, better cars and more
prompt delivery of mails. Cut the
rate in half on a barrel of flour and
it would be bard for tbe consumer
who bought a sack to find tho dif
ference. The only rate affecting the
farmers was that on cotton.
Our educational system should be
improved. In Georgia, there were
189,000 obildren not going to school.
He wanted to see school houses in
Georgia as plentiful as R. F. D.
boxes. No doubt much of tbe
school money was now wasted, but
tbero was not enough.
Tbe state should furnish tree
school books. It furnished tbe work-
house, why not the toolB? It could
do tbis much cheaper than the pa
rent could. He wanted to see
enough money provided to educate
every wbite child in Georgia.
We need better roads. From bis
own personal observation, wo need
them ns bad as any country on
earth. Tbe state should have an en
gineering department to superintend
tbe construction of its roads. Good
roads would be followed by inter-
urbau trolley lines, wbicb experience
had demonstrated could haul people
for j cent per mile. Tbis would set
tle the question of railroad rates.
Increase in property values would
more than repay cost of tbe con
struction of tbe roads, and trolley
lines would briug still greater de
velopment.
Two of tho candidates now before
tbe people bad been fighting each
other for twenty years. They now
called on the people of the state to
umpire tbe culminating struggle. It
was no issue in this campaign wheth
er Mr. Smith owned a barroom or
Mr. Howell's brother issued passes
Are we interested in their feud?
Elect either and the fight will con
tinue. There would bo a jointnews-
paper debate for tbe next four years.

Smith, bo was not fit to bo governor;

Howell, be was not fit to be govern

Speaking of corporations, Mr.
Estill said they represented tbe de
velopment of south Georgia. They
were our railroads-, our banks, oar
cotton factories, our saw mills, our
trading companies and other busi
ness organizations. Corporations
are wbat we need to atiU further ad
vanee prosperity. Tbe corporations
known as banks now enabled the
farmers to bold their cotton for a
better prico.
Mr. Estill asked tbe people to
vote for tbe man of tbeir choice, and
thereby do their duty. He heartily
thanked them for their attention
and presence, and was roundly ap
plauded. He then introduced
Mr. Morgan and listened attentively
to Mr. Hall’s speech until the time
