Queenstown, Feb. 27.—Tea Americans lost their lives
when the Cunard liner, Laconia, was torpedoed off Fastnet
Sunday night, according to a report made by American Consul
Frost today.
Two American passengers, Mrs. M*ry Hoy and Miss Eli-
abeth Hoy, of Chicago, died from exposure in an open lifeboat,
and were buried at sea.
The Hoys have lived for the past five years in London,
but are believed to have retained their American citizenship.
The eight other American victims of the German subma
rine were negro firemen. \
Another victim buried at ses was Cederic Staats, a Brit
isher. . Two others are reported missing.
Queenstown, Ireland, Feb. 27 Survivors arriving here
state, that after the Laconia disappeared, the submarine drew
near several life boats and her commander shouted, “You are
only a short distance from the shore patrol; the British will
save you." With that the submarine disappeared.
Washington, Feb. 27.—"The sinking of the Laconia with
out warning was a clear violation of international law and
needs no further investigation,’’ declared Secretary Lansing
this afternoon.
Secretary Lansing carefully avoided speaking of the La
conia case as an overt act, such as President Wilson warned
Germany against, but did not conceal the fact that the Admin-
-istration looks upon the sinking as the most serious affront
since the ruthless campaign began.
Secretary Lansing did not indicate that any drastic move j ,lllll -T s ln “ woe

Washington, Feb. 27.—The death of two American worn- [
en when the Laconia was submarined near the point where:
the Lusitania was sunk nearly two years ago, has deeply stir
red Washington and renders the situation extremely serious.
The President maintains his silence, but it is understood
the incident confirms his belief that the legislation asked yes
terday of Congress U more than evar imperative.
Though no intimation of the Government’s policy has
come from the V(hite House, it is said to be the opinion of of
ficials that the sinking of the Laconia constitutes an overt act.
Thirteen jiteraons are missing, five being drowned, while
eight, including the Hoy ladies, died of exposure.
Shortly after the first torpedo struck the Laconia she be
gan to list, when the boats started putting off. Twenty nT
ntes later a second torpedo struck the ship, which sank
