China’s Sdcmnity Refund
It is never possible to estimate
the consequences ol aa action,
whether good or evil. It was
supposed when we returned to
to China the surplus over actual
expenses to us of the Boxer in
demnity that China would re
y cognize it as a friendly act prompt
ed by a desire to do the square
thing by her, and that might
come when it would rebound
to our benefit.
No one had a very definite idea
as to how this would come about
beyond the fact that friendly
feeling and re ations always tend
to increase trade. H irdly how
ever, has the act authorizing the
release to China been placed on
the statute books when we are
informed that the Chinese gov
ernment intends to spend the en
tire amount in sending students
to this country to be educated.
It i6 said that it is sufficient to
enable 200 to come every year
for ten years. That would make
make in all 2,000 young China
men, presumably selected for
their superior promise and ability
educated here, imbued with our
ideas, taught our methods of
government, and familarized
with our institution and civiliza
tion. Such a body of men re.
turning to their native land at a
time when its government and
civilization, so long stationary,
are in a transition state may
well determine its entire luture •
and whoever it was who sugges
ted and carried through the
Chinese indemnity act may
have shaped the destiny of a
continent and millions of people
in a way and to a degree he lit
tle imagined. —Washington

The cost of operation in the
year just closed was a great deal
less than for the year ending
June 30, 1907. Just how much
this will amount to is not known
at the present time, but it is be
lieved that the net earnings of
the year just closed and those of
the preceeding year will not be
so far apart when the final fig
ures are given. It is certain that
there will not be as large a defi
cit in the net earnings as there
is in the gross earnings.
The earnings of the company
the month of June of this year
are $20,800 more than June of
last year. This increase is large-
stated.

Editor MTntosh Lands Striped
Bass.
Albany, Ga., July 12.—
(Special.) What is probably the
largest fish ever landed in this
part of the state with a light rod
and small line was a 22 1-2
pound striped bass or rock fish
which Editor A. M. McIntosh,
ot the Herald took trom the
rapids of Muckafoonee creek,
just below the power dam, a
mile and a half north of Albany,
yesterday afternoon.
These are gamest fish found
in these waters and to land one
weighing more than ten pounds
with light tackle is an achieve
ment of which sportsmen are to
be pardoned for boasting. Editor
McIntosh’s catch therefore is
something so out of the ordinary
that it has made something ot a
sensation in local sporting cir
cles. A number of rock fish have
been caught in this vicinity this
summer.—C onstitution.

KERN STRONG F.iR Till
ME PARTY.
Indianapolis, Iud., July 11.
JohnW. Ktrn, nominated fc r
the vice presidency by the Den
ver convention yesterday is
a prominent figure in state poli
tics for a period of twenty-four
years, having been nominated
by the democrats in 1884 for re
porter ot the supreme court and
being elected with the entire
state ticket.
He was born ana reared in
Howard county and betore his
nomination for reporter was re
garded as one the brainest young
lawyers of the state. Since he
retired from the office of repbtt-
er he has served four years in
the state senate from this county
has been twice honored by his
party with the gubernatorial
nomination and once receiving
the complimentary vote of the
legislative minority for the
United States senate.
Mr. Kern has always been a
staunch party man. In the pre
liminary campaign of 1896 when
there was such determined - free
silver sentiment it seemed inevi-
table that the approaching dem
ocratic state convention would
endorse free silver, he was a
pronounced gold man, and en
tered freely into the fight to
create sentiment in the party
against the new political dogma.
He made a number of public
speeches in opposition to the
doctorine and predicted that
the party, if it should endorse
free silver in the state and nation,
al platforms, would go down to
defeat. When the state conven-
tion met ne was arraye 4 on the
side ol the gold standard and
was one of its most eloquent and
at the same time most fearless
champions in the face of cjrtain
defeat.
When the state and National
convention had spoken on the
subject he declared his allegiance
to the party and went into the
campaign that followed and
did his utmost to elect Bryan-
His pre-convention utterances
were hurled at him by the oppo
sition press and by orators on
the hustling but Kern took the
ground that his party had spoken
and his utterances were a law
unto him him.
It was in the campaign of
1896, when so many demorcrats
ot prominence were opposed to
Bryan that Kern won the esteem
of the Nebraskan, and received
many marks of his favor.
