“Only let your conversation be
as bdcometh the gospel of Jesus

the church at Philippi, the good
apostle Paul uses very e irnest
and affectionate language be
cause ol his great love lor them,
telling them of the hope he had
for them, being confident of the
fret that ha who had begun a
good work in them, would per*
lorm it until the day of Jesus
Christ, that is that the work of
grace which was begun in them
by which they were now living
in hope, would be continued
uutil Chris| should come, this is
one of the sweetest comforts of
the Christian religion, that the
loving Savior will never leave,
nor 1> rsake us because he has
said, “Him that cometh unto
me, I will in no wise cast out,’’
but we are not to think that this
gives us any right or permission
to do wrong, just because Jesus
has given such gracious assur
ances ; but rather should it be
the greater reason why we
should try to do all we can to
show our love for him because
he so loved us, and this we think
is the view that Paul had ot this
doctrine of a complete salvation
and therefore speaks ot all who
believe in Jesus aud being par.
takers with him of the same
grace, and that they be also
sincere and without offense till
the day ol JesuB Christ, being
filled with the truits ot righteous
ness, which are by Jesus Christ
unto the glory and praise of
God.
Therefore he calls attention to
some things that should be ob.
served in the life of every one
who hopes to be saved, and one
thing especially he urges, and
that is our conversation, “Only
let your conversation be as be-
cometh the gospel of Christ.”
Now we do not think this
means that we are to be all the
time talking about the Bible and
about religion, true we should
love to speak of these things,
aud to think much of them;
but we must speak also ot other
things. You must study aud re.
cite lessons in school, you must
speak also of business matters,
but these and all other things
we can speak in a way that be
comes the gospel, that is. we
can speak kindly and in a way
that gives no offence and by
.etting our conversation ba gent
tie, kind and loving to all, will
be great power in every lite
gaining the friendship and confi
dence of all those with whom we
associate.
Let us remember that the
Bible tells us that a soft answer
turneth away wrath, but griev
ous words stir up aoger, and
this we know to be true lor so
often have we seen very bad
troubles come as the result ot ill
or bad words, when it thte con*
versation had been like the gen
tle gospel words ot truth, love
and triendship would have been
restored.
How true then, that much of
our happiness in this lite depends
upon the manner of our conver-
sation, tor its true that when we
speak kindly to others we al60
feel kindly toward them, and
theieby gain their esteem and
love so that we may help them
to learn how to be happy.
Now these are plain and simp-
le thoughls drawn from the very
earnest exhortation ot the great
apostle to the church at Philippi,
and to those tnat he dearly
loved, and because ot his love
for them, he gave Vo them this
counsel so necessary to their
Christian influence, and tor their
own happiness . Then let every
child learn to speak kindly to
everybody, for kind words cost
us no sacrifice, but often bring
cornfoit to sorrowing hearts and
always leave peace in our own
hearts and help us to understand
the beautiful scripture saying,
“A word ifitly spoken is like
apples of gold in pictures of
silver.” Prov. 25.11.

Public Utility Commissions.
It the Wisconsin Railroad
Commission, which exercises
jurisdiction over telephones, as
well as other public utilities, has
carried out its work in the spirit
indicated in its annual report
just issued, it will have done
much to justify commission con
trol. This paper has made no
secret of its opposition to the
State (commission idea, which,
originating in New York, has
8 wept the country. We have
based this opposition on the
records established by many of
these commissions. Officered in
the main by theorists, or worse
still, by political demagogues,
the commission have often been
tyrannical, unjust, and unreasons

It is refreshing, therefore to
read in the report ot the Wis
consin commission that the Pub
lic |Utilities Law “recognizes
that public utilities are business
enterprises requiring a high
character ot scienufic skill as
well as business ability for their
successful operation and man*
agemeut. Any public conticl
which ignores this tact must ot
necessity tail. Local control, as
commonly practised, consists ot
nothing more or less than spas,
modic attacks upon rates as ser
vice of public utilities, regard,
less ot the physical cond tions ot
of their plants or possibilities.
Because of local attacks public
service corporations have not in
frequently yielded to local pres
sure and reduced their charges
(orthesake of peace, when public
interest, if the situation had been
properly underscood, would have
been best reserved by maintain,
ing the revenues so as to have
enabled them to make improve
ments by adopting new (inven
tions and thereby rendering bet
ter service at a permanently re
duced cost. To compel a public
utility to improvidently curtail
expenditures of operation, neg
lect proper maintenance and im
prove meats and make no pro
vision for depreciation, will, in
the end, result in an increased
burden upon the public. The
time will come when these com
missions must be supplied and
the public will be obliged to sup
ply them or go without the ser
vice To meet the requirements
when they occur is the only eco
nomic method that can be adopt
ed in the administration of a
public utility. That public regu
lation which does not deal intel
ligently with the business interest
as well as the physical property
of a public service corporation,
will prove disastrous in the end.
