Cities Can't Fix Rates
Around the point made by the
state railroad commission, that
none but itself may fix the “just
and reasonable rates” that are to
be charged by public service
corporations within this sla’e,
the hearing by the commission
Thursday morning revplved, in
the matter ot the rates charged
and service rendered bv the
Gainsbo'o Telephone company
at Carrollton.
In this matter the commission
has established ?a precedent by
ignoring altogether the franchise
granted the telephone company
by the mayor aod council of
Carrollton, in so far as the fran
chise would fix the rates to be
charged by the company. It had
been contended by one side that
the franchise fixed the rates un
changeable, and by the other
that it had fixed them condition
ally. The commission held that
no franchise can fix rates at all,
and heard the Jwhole matter on
its merits.—Atlanta Journal
Carroll Democratic,
The election for State house
and county officers was held
yesterday throughout the slate,
and^lrcm all reports the vote
was very light, and all the regu
lar nominees were elected.
The [election in this county
was very quiet, and a light vote
polled.
It is indeed gratifying fact
that Carroll remains in the
Democratic column, Hoke
Smith’s vote being 1106, the
opposition, Jos. K. Brown, re.
ceived 637 , a very decisive dif
ference—with a registered vote
of over 3700.
City School Board.
On Wednesday evening the
Board met in regular session,
and being the time for election
of two members to fill the places
ofW, W. Fitts and W. # M.
Meadows whose term ot office
expired on that day. Dr Fitts
and Mr Meadows were res'-lpct*
ed and J. h. Barron and C. L.
Walkei, elected by the city,
were recognized in places of
A. A. Simunton and C. M. Tam
ner, retiring members.
The board was then orga-
nized by the election of Dr W.
W. Fitts, president for the term
of one year, and W. W. Roop
Secretary and Treas., for the
same term. Nominations were
made by A. K. Snead, and the
election was unanimous, upon
which Judge W. F. Brown
spoke very touchingly of the
long continued and faithful
service rendered by Dr Fitts in
the interest of our schools, fol
lowed plso by remarks from L.
K. Smith, relative to the eftii
c\ent service of the president
elect, etc.
The meeting was harmonious
and the board in co-operation
with the faculty, look loward to
a year of prosperity in our
schools.
